Job Summary

Job Title: Digital Literacy Coach (Part Time)
Department: Program Operations
Reports To: Chief Operating Officer
FLSA Status: Non-Exempt
Salary: $23.50 per hour (20 hours per week)
Work Location: Chesapeake Norfolk and Hampton agency sites.

WORKING SCHEDULE: This position is designated as non-essential and will not be required to report to the office during inclement weather. The coach will be issued a mobile devices to manage day evening and weekend programming at various agency sites. This position will be responsible for attending early morning evening and weekend events as assigned. Travel is expected: 75% local and 5% non-local.

SUMMARY
The Digital Literacy Coach is responsible for recruiting assessing enrolling coaching and training individuals seeking to improve their digital literacy workplace readiness career development and employment outcomes. The Coach will facilitate the Northstar Digital Literacy Curriculum Workplace Excellence Series and ACT WorkKeys National Career Readiness Certificate (NCRC)programming while providing individualized coaching and case management services. The position focuses on helping participants develop the digital and workplace competencies necessary to obtain employment advance in their careers access online services and achieve greater economic self-sufficiency. The Coach will build partnerships with Local Departments of Social Services (LDSS) workforce development organizations educational institutions employers financial institutions and community organizations to support participant success. The ideal candidate demonstrates a passion for adult learning workforce development digital inclusion and helping individuals overcome barriers to employment and economic mobility.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties within the scope of this position may be assigned.

Participant Recruitment and Enrollment
  • Conduct outreach and recruitment activities to identify eligible participants.
  • Screen applications conduct eligibility assessments and complete participant enrollment.
  • Conduct program orientations and participant assessments.
  • Develop Individual Digital Success Plans and Career Readiness Plans for participants.
  • Maintain active participant caseloads and provide ongoing follow-up services.
Digital Literacy Instruction

  • Facilitate Northstar Digital Literacy assessments curriculum modules and ce1tification activities.
  • Provide instruction in:
    • Basic Computer Skills Internet Fundamentals
    • Microsoft Word Microsoft Excel Microsoft PowerPoint Microsoft Outlook
    • Email Communication Information Literacy
    • Online Safety and Cybersecurity Social Media Literacy
    • Supporting K-12 Distance Learning
    • Telehealth and Online Services Access
  • Proctor assessments and support participants in earning Northstar Digital Literacy credentials.
  • Track participant completion and credential attainment.
ACT WorkKeys and Career Readiness Services
  • Facilitate ACT WorkKeys preparation workshops.
  • Provide instruction in:
    • Applied Mathematics
    • Graphic Literacy
    • Workplace Documents
  • Assist participants with scheduling and preparation for ACT WorkKeys assessments.
  • Support participants in obtaining Bronze Silver Gold and Platinum National Career Readiness Certificates (NCRC).
  • Utilize WorkKeys assessment results to develop individualized employment and career pathways.
Workforce Development Services
  • Provide job search services career counseling training employment preparation and referral services.
  • Assist participants with resume development cover letters interview preparation and online job applications.
  • Support participants in career exploration and occupational planning.
  • Identify employment opportunities and collaborate with employers seeking qualified candidates.
  • Coordinate job fairs hiring events employer presentations and workforce seminars.
Participant Coaching and Case Management
  • Conduct individualized coaching sessions to support participant success.
  • Provide referrals to supportive services as needed.
  • Monitor participant progress toward educational employment credentialing and personal goals.
  • Document participant interactions assessments progress notes and outcomes in EmpowOR.
  • Create and maintain participant portfolios and service records.
Program Administration
  • Maintain accurate program records and participant files.
  • Ensure all participant data is entered timely and accurately into EmpowOR and other required systems.
  • Prepare monthly quarterly and annual reports.
  • Monitor progress toward grant outcomes and performance goals.
  • Ensure compliance with all agency state federal and grant requirements.
Other Duties
Perform additional duties as assigned to support HRCAPs mission and strategic objectives

INFORMATION PRIVACY AND SECURITY
This associate may have access to Confidential Information (CI) and is required to be familiar with the HRCAPs Privacy policy related to the handling of CI and follow all related procedures required to protect the privacy and security of CI.

CERTIFICATES LICENSES REGISTRATIONS
Current state drivers license proof of current auto insurance coverage satisfactory driving
record and working vehicle required. Agency will assist with required Workforce Development credentials. Criminal record check and credit report may be required for employment.

STANDARDS FOR MEASURING PERFORMANCE
The effectiveness of the performance of the Digital Literacy Coach will be measured by the following standards but not limited to:
  1. Ensure all reports and required documentation are submitted by established deadlines.
  2. Maintain accurate and timely participant documentation in EmpowOR.
  3. Develop Individual Digital Success Plans for all enrolled participants within 30 days of enrollment.
  4. Conduct a minimum of fifteen (15) participant coaching sessions per week.
  5. Facilitate a minimum of:
    1. Twenty-four (24) Northstar Digital Literacy workshops annually.
    2. Twenty-four (24) Workplace Excellence workshops annually.
    3. Twelve (12) ACT WorkKeys preparation workshops annually.
  6. Achieve annual enrollment goals established by management and funding sources.
  7. Ensure at least 75% of enrolled participants complete one or more Northstar Digital Literacy modules.
  8. Ensure participants earn Northstar Digital Literacy credentials Workplace Excellence certificates and ACT WorkKeys National Career Readiness Certificates according to grant performance measures.
  9. Support participants in obtaining employment retaining employment advancing careers or enrolling in education and training opportunities.
  10. Submit monthly activity recruitment training and outcome reports to management.
  11. Maintain positive relationships with employers community partners LDSS agencies and workforce stakeholders.
  12. Demonstrate effective stewardship of agency resources and compliance with all grant requirements.
  13. Other performance measures as identified by management.


Requirements

QUALIFICATIONS
Working knowledge of workforce development adult learning principles digital literacy instruction and employment readiness programming. Demonstrated oral and written communication skills presentation skills and the ability to motivate and coach individuals from diverse backgrounds. Moderate to advanced computer proficiency is required including experience using Microsoft Office 365 applications virtual learning platforms online assessment tools and participant management systems. Experience with successful outreach recruitment and community engagement efforts is preferred. The successful candidate must be able to effectively work with TANF TANFMEW SNAP Employment & Training participants unemployed and underemployed adults veterans opportunity youth and other individuals seeking workforce advancement.

EDUCATION and/or EXPERIENCE
  • Associates Degree in a field related to Business Administration Accounting or two-year comparable experience or college-credit equivalent and/or certifications in related fields. BA preferred.
  • Experience as a Financial Advisor Loan Officer Credit Counselor
  • Experience using Office365 Kahoot NearPod Google Classroom and Basecamp
