Job Summary
The Diagnostic Radiologic Technologist serves as the Imaging Program Administrator (IPA) responsible for the direction of a highly complex consolidated imaging program that includes diagnostic radiology nuclear medicine breast imaging computed tomography magnetic resonance imaging ultrasound fluoroscopy interventional radiology administrative/scheduling staff and PACS administration.
This position acts at Deputy to the Service and drives daily operations and strategic direction.

Basic Requirements:
- United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
- Certification: All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT) magnetic resonance imaging (MRI) or Mammography (M) duties performed independently as applicable. Advanced certification indicates that the incumbent can operate independently and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated modalities that require advanced certification to support their continued development technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist.
- Education: Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program evidenced by a certificate or an associate degree accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies as recognized by the Department of Education (DOE).
- English Language Proficiency. DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d).
Grade Determinations: In addition to meeting the basic requirements for appointment the following criteria must be used when determined the appropriate grade assignments of candidates:
GS-13 - Diagnostic Radiologic Technologist - Imaging Program Administrator
Experience. One year of experience is equivalent to the GS-12 grade. (GS 12 KSAs and assignments listed below)
Knowledge Skills and Abilities (KSA) GS-12.
- Knowledge of the fiscal matters of the radiology program including VHA funds and several additional fund controls and ability to administer the scarce medical specialist contracts for professional services.
- Ability to make short and long-term supply equipment and major space alteration recommendations and prepare specifications for radiographic equipment purchases and remodeling requests.
- Ability to recommend program effectiveness improvements to meet VHA and JCAHO accreditation standards.
- Ability to make and implement major managerial recommendations for the radiology program such as organizational improvements including changes in structure and delegation; maintain realistic cost/benefit ratios; and policy and procedure changes to improve service to patients.
- Ability to perform the full range of supervisory duties including responsibility for assignment of work performed; performance evaluations; recommendations for appointments awards advancements and when appropriate disciplinary actions and identification of continuing education and training needs.
In addition to the experience or education above the candidate must demonstrate the following KSAs:
- Ability to provide the full range of supervisory duties which includes responsibility for assignment of work performance evaluations selection of staff and recommendation of awards advancements and disciplinary actions.
- Skill in administrative management (e.g. budgeting contracting procurement and property management) in accordance with VHA regulations.
- Ability to work collaboratively with other disciplines upper management VISN level staff and/or VHA Central Office.
- Ability to plan and execute short and long-range programs and/or goals through project management and tactical/strategic planning as well as develop and oversee complex quality 21 programs addressing outcome management and performance benchmarks.
- Knowledge of concepts principles and methodologies of a significantly high- level imaging program that includes complex subsections such as diagnostic radiology nuclear medicine and/or radiation oncology operations in order to assess program effectiveness and provide authoritative guidance for operations personnel and management. vi. Ability to develop implement maintain and enforce departmental programs policies procedures and protocols to ensure and maintain required documentation for compliance with safety environmental and infection control standards and with Joint Commission FDA NRC- NHPP ACR HIPPA and other federal regulations.
- Masters degree in Healthcare Administration or similar.
- 2 or more radiology modality certifications by the American Registry of Radiologic Technology (ARRT)
- Experience DRT lead or supervisor
- Experience in planning or assisting in the establishment and maintenance of a completely integrated radiologic technology program
- In-depth knowledge and experience in quality improvement Joint Commission requirements and ACR accreditation
