Description of Work

The Data Reporting Specialist supports the North Carolina Child Support Services program by preparing federally mandated reports managing incentive funds and monitoring performance measures across required categories. The position develops tests and maintains data warehouse queries and reports used by local child support offices auditors and program leadership.

Work includes analyzing statistical data to identify trends evaluate predictive outcomes and ensure compliance with federal reporting requirements. The role collaborates with the Client Services Data Warehouse team and ACTS technical staff to resolve reporting issues and maintain data accuracy. The position also provides data and reporting support for judicial officials attorneys federal agencies and other state partners.


Key Duties Include:
- Manage child support incentive funds and ensure accurate distribution to county Child Support Services offices.

- Prepare federally mandated child support reports and maintain compliance with federal regulations in multiple reporting areas.

- Monitor incentive performance across required categories and evaluate statewide progress.

- Analyze and interpret statistical data to identify trends discrepancies and predictive program outcomes.

- Design develop update and test Client Services Data Warehouse queries and reports by creating modifying and updating business requirements.

- Test data transferred from ACTS to the data warehouse to ensure correct processing of mandatory federal reports and program activity reports.

- Resolve reporting issues in collaboration with data warehouse staff and ACTS technical teams.

- Retrieve and analyze data from multiple sources to generate reports and recommendations for program leadership and external requestors.

- Evaluate federal state and county program performance related to incentive awards and provide recommendations to stakeholders.

- Work with federal state and local auditors to ensure security accuracy and integrity of child support program data.

- Support statewide child support users by assisting with data warehouse queries for case management and performance outcomes.

- Develop training materials and conduct training on use of the data warehouse.

- Provide software support and training for applications such as Word Excel Publisher and Xcelsius.

Salary Grade Range: $45431.00 - $79504.00

Recruitment Range: $45431.00 - $50145.00

The Knowledge Skills and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:

  • Intermediatelevel program expertise demonstrated through direct work with the North Carolina Child Support Services Program including federal reporting categories and incentive performance measures.

  • Advanced analytical proficiency demonstrated through preparing statistical data producing charts and spreadsheets and interpreting trends to support program decisions.

  • Proven operational skill using the Client Services Data Warehouse (CSDW) and the Automated Collection and Tracking System (ACTS) demonstrated through designing testing and updating data queries and reports.

  • Intermediate technical proficiency demonstrated through executing data queries and importing datasets into various software applications used for reporting and analysis.

  • Strong organizational and communication competency demonstrated through producing clear written reports supporting statewide users with data warehouse tools and developing training materials for system use.

The Child Support Services (CSS) Program was created to help establish and collect child support and in North Carolina it is administered by the Department of Health and Human Services Division of Social Services. Local CSS offices across all counties provide services that include locating noncustodial parents establishing paternity setting support obligations collecting and distributing payments and enforcing support orders.
