Position Overview

Texas Health and Human Services Commission (HHSC) is seeking an experienced Systems Analyst 3 / Data Engineer to support the continued development and enhancement of the Performance Management & Analytics System (PMAS) Data Integration Hub. This role will be responsible for designing developing and maintaining enterprise data integration solutions that support business intelligence analytics and performance management initiatives across HHSC.

The selected candidate will serve as a technical leader within an Agile development team driving data acquisition ETL automation data transformation dimensional modeling and analytics platform enhancements utilizing Informatica Snowflake Oracle and Tableau technologies.

This position requires strong expertise in enterprise data warehousing ETL development data integration SQL optimization and business intelligence environments along with the ability to collaborate with architects analysts and stakeholders to deliver scalable and secure data solutions.

Key Responsibilities

Data Engineering & ETL Development

Design develop and maintain complex ETL workflows and mappings using Informatica PowerCenter and Informatica Intelligent Cloud Services (IICS).

Automate acquisition and integration of data from multiple sources including:

o Oracle Databases

o SQL Server

o Excel Files

o Microsoft Access Databases

o Adobe PDF Sources

Develop efficient and scalable data transformation processes supporting enterprise analytics initiatives.

Create and optimize complex Snowflake SQL scripts and database objects for performance and scalability.

Design dimensional data models and support enterprise data warehouse architecture.

Data Integration & Analytics

Support implementation and enhancement of the HHSC Data Integration Hub.

Transform source data into enterprise dimensional models and reporting structures.

Develop database views and materialized views to support reporting and visualization requirements.

Collaborate with business stakeholders to validate performance metric requirements and analytics needs.

Support Tableau reporting and dashboard initiatives through optimized data delivery.

System Analysis & Technical Leadership

Analyze business requirements and translate them into technical solutions.

Lead Agile development teams through project planning execution and delivery.

Develop Epics User Stories Tasks and technical specifications.

Conduct feasibility studies and cost-benefit analyses for proposed solutions.

Provide recommendations for system enhancements and architectural improvements.

Quality Assurance & Validation

Validate ETL processes SQL scripts database views and data transformation logic.

Develop automated testing and validation processes.

Perform integration performance load and stress testing activities.

Ensure data quality integrity and compliance standards are maintained.

Collaboration & Documentation

Work closely with Data Architects Developers Analysts and Business Stakeholders.

Participate in Agile ceremonies including:

o Sprint Planning

o Daily Standups

o Sprint Reviews

o Retrospectives

Develop technical documentation process diagrams architecture diagrams and implementation guides.

Create prototypes and mockups for stakeholder validation.

Operations & Support

Support production deployment activities and post-implementation operations.

Troubleshoot technical issues and implement corrective actions.

Maintain and enhance existing data integration solutions.

Support ongoing system improvements and optimization initiatives.

Required Qualifications

Technical Experience

8 years developing ETL mappings and workflows using Informatica PowerCenter and/or IICS

8 years integrating data from multiple sources for analytics and reporting environments

8 years designing and developing complex high-performance Snowflake SQL

8 years working as a Systems Analyst on:

o Data Analytics Platforms

o Data Warehousing Projects

o Performance Management Systems

8 years creating technical documentation process diagrams and system designs

8 years planning and delivering enterprise software platforms across multiple organizational units

8 years developing efficient scalable and maintainable software solutions using industry best practices

Education

Bachelors Degree in Computer Science Information Systems Business or related field preferred
