The Antioch Police Department is seeking a highly skilled and analytical professional to support critical initiatives focused on organizational improvement accountability and constitutional policing. This unique position combines advanced data analysis policy evaluation and compliance monitoring to help guide departmental decision-making and support the implementation of court-mandated reforms and Department of Justice requirements. The ideal candidate will be able to translate complex data and regulatory requirements into meaningful recommendations policies and strategies that strengthen operations improve performance and support the Departments commitment to continuous improvement and effective service to the community.

SUMMARY DESCRIPTION
Under direction of the police department performs professional administrative and analytical work in support of City programs and initiatives; conducts research collects and analyzes data prepares reports and policy recommendations; monitors contracts and grants; provides statistical analysis of program performance; and serves as a resource to management staff community partners and external agencies. Work involves interpreting complex data developing policies and procedures preparing Council-level reports and assisting with organizational compliance and operational improvements.

DISTINGUISHING CHARACTERISTICS
This position serves a dual analytical and policy-support function critical to court-mandated reform Department of Justice (DOJ) compliance and continuous improvement in constitutional addition to advanced statistical analysis the position evaluates policy effectiveness monitors compliance with a settlement agreement and DOJ requirements based on a Memorandum of Agreement and translates complex data into actionable policy training and recommendations. This position is distinguished from traditional data analyst roles by its responsibility for policy evaluation compliance monitoring and reform implementation support in a policing environment.


Examples of Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  1. Research analyze and evaluate data on programs services and policies; prepare statistical reports dashboards and presentations for management and Council.
  2. Coordinate and monitor programs and initiatives ensuring compliance with local state federal and court-ordered requirements.
  3. Administer contracts and grants including developing scopes monitoring performance and processing invoices.
  4. Collect compile and interpret data from multiple sources (e.g. City departments service providers County agencies Department of Justice systems); ensure accuracy and consistency.
  5. Develop and maintain program metrics to evaluate efficiency effectiveness and outcomes.
  6. Research legislation regulations policies and best practices; provide analysis and policy recommendations.
  7. Prepare and present staff reports policy briefs and updates to the Compliance and Professional Standards Division City leadership advisory bodies and the City Council.
  8. Design and implement surveys questionnaires and other data collection tools to evaluate program needs and effectiveness.
  9. Assist Professional Standards Division department in developing and standardizing procedures to improve operations and compliance.
  10. Provide technical support to staff in interpreting policies regulations and statistical findings.
  11. Serve as a liaison with service providers community organizations and external agencies.
  12. Assist with updating the implementation schedule for Memorandum of Agreement (MOA) provisions and track deadlines.
  13. Prepare semi-annual compliance reports for DOJ review including data analysis of stops uses of force and complaint trends.
  14. Coordinate with the DOJ and Antioch Police Oversight Commission (APOC) on compliance audits and respond to information requests.
  15. Operationalizes requirements of the DOJ Agreement and related settlement agreements into measurable performance indicators audit criteria and analytical frameworks.
  16. Conducts quarterly and annual compliance analyses assessing implementation effectiveness and sustainability of reform measures.
  17. Prepares datasets narratives and methodological documentation for Independent Monitor reviews and compliance reporting.
  18. Evaluates the effectiveness of police department policies directives and training by analyzing enforcement outcomes complaint trends and demographic impacts.
  19. Conducts pre-and post-implementation analyses of revised policies identifying unintended consequences compliance gaps or operational barriers.
  20. Performs disaggregated analyses of traffic stops pedestrian stops arrests uses of force complaints and officer discipline by race gender identity ethnicity and protected characteristics based on available data.
  21. Identifies statistically significant disparities and distinguishes between operational explanations and indicators of discriminatory policing.
  22. Supports public transparency and community facing data practices consistent with privacy and legal requirements.
  23. Supports development and refinement of Early Intervention System thresholds using trend analysis and peer comparison analysis.
  24. Provides analytical support to supervisors and Compliance and Professional Standards Division personnel for corrective interventions.
  25. Designs and conducts audits of reports enforcement activity and BWC camera data for quality completeness and policy adherence.
  26. Assists with preparation of Council monitor and executive level compliance reports.
  27. Perform related duties as assigned.
Typical Qualifications

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

  • Principles and practices of statistical analysis research methodology and program evaluation.
  • Federal state and local policies laws and regulations applicable to municipal programs including DOJ compliance requirements.
  • Public policy development organizational practices and community-policing standards.
  • Methods of data collection performance measurement and report preparation.
  • Bias-free policing practices cultural competency and community-oriented problem solving.
  • Effective communication and community engagement practices.
  • Modern office procedures methods and computer applications (e.g. Excel statistical software data visualization tools).
Ability to:

Education and Experience Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:
Bachelors degree from an accredited college or university with major course work in major coursework in Public Administration Statistics Economics Political Science Urban Studies or a related field. Masters degree highly desirable.
Experience: Three (3) years of increasingly responsible professional experience in policy analysis statistical/data analysis program evaluation or public administration. Experience with DOJ compliance monitoring community-policing practices or law enforcement data analysis is highly desirable.
