Job Summary
This position is located within the U.S. Department of State Office of the Executive Director Information Technology and Analytics Division (OIG/EX/IT). The position serves as a senior Data Analyst and subject-matter expert responsible for leading
complex analytical evaluative and data-driven work that supports OIG audits inspectionsevaluations and internal operations.
- Conducts complex quantitative and qualitative analyses to support OIG oversight work including trend analyses forecasting risk modeling and evidence-based evaluations.
- Develops methodologies for assessing program performance operational practices and policy effectiveness using structured and unstructured data.
- Oversees acquisition validation and integration of data from the Department of State and other federal agencies.
- Develops data quality standards data definitions and governance procedures.
- Supports the development of organizational data governance data quality frameworks metadata standards and analytics enablement.
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions per 5CFR 300 Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
- Experience with broad autonomy contributing to the development of data governance data quality and data modernization strategies.
- Experience in leading complex analytical evaluative and data-driven work that supports audits inspections evaluations and internal operations.
- Experience in programming languages such as SAS R Python SQL and use of visualization tools.
There is no substitute of education for specialized experience for the GS-14 position.
