KBR is seeking an experienced Cost & Earned Value Analyst to support advanced weapon system acquisition programs within the U.S. Air Force Armament Directorate at Eglin AFB FL. The selected candidate will work alongside Government program teams to evaluate program cost schedule and performance and develop analytical products that support acquisition planning and program execution.

Early mid- and senior-career professionals with experience in Government or Defense Industry cost estimating Earned Value Management (EVM) program controls or a related financial or analytical discipline will be considered. Candidates may bring deeper expertise in either cost estimating or EVM; experience across both areas is highly desirable but not required. The successful candidate will be comfortable working with large and complex data sets investigating performance trends and translating quantitative analysis into information that Government leaders can use to make informed decisions.

Key Responsibilities

  • Perform cost schedule and program performance analysis in support of advanced weapon system acquisition programs.
  • Develop and update program cost estimates spanning development production fielding sustainment and other applicable phases of the weapon system lifecycle.
  • Build defensible estimating methodologies using historical data technical characteristics program assumptions schedule information risk analysis and other relevant cost drivers.
  • Proactively develop an understanding of the weapon systems acquisition strategies technical considerations and program risks underlying cost and schedule performance to provide informed analysis beyond basic data reporting.
  • Gather and analyze information from Government contractor and historical data sources and work with technical and program teams to understand the assumptions and drivers underlying program costs.
  • Apply quantitative techniques such as regression analysis cost estimating relationships learning and cost improvement curves sensitivity analysis probability distributions and Monte Carlo simulation to characterize cost and schedule uncertainty.
  • Evaluate contractor cost and schedule performance information to identify trends emerging risks significant variances and potential impacts to program execution.
  • Perform Earned Value Management analysis using measures such as Cost Performance Index (CPI) Schedule Performance Index (SPI) cost and schedule variances and Estimate at Completion (EAC) projections.
  • Examine contractor program performance submissions including IPMDAR data for completeness consistency and emerging performance issues requiring further Government review.
  • Work directly with Government Cost Account Managers (GCAMs) program managers engineers schedulers contracting personnel financial managers and other functional experts to investigate performance issues and understand the technical and programmatic factors driving cost and schedule results.
  • Participate in Integrated Baseline Reviews (IBRs) program reviews cost estimate reviews and other activities requiring detailed evaluation of program baselines cost schedule and performance.
  • Use Microsoft Excel and other analytical tools to organize and analyze large data sets develop cost models identify relationships and trends and produce repeatable analytical products.
  • Combine cost budget schedule and performance information into dashboards visualizations and other management products using tools such as Microsoft Power BI or Tableau.
  • Prepare cost and EVM analyses executive-level briefings and supporting documentation for program leadership and external stakeholders.
  • Evaluate contractor and supplier cost schedule and programmatic information to support Government understanding of program affordability performance and execution risk.
  • Research historical programs cost estimating techniques EVM practices acquisition guidance and relevant data sources to resolve analytical questions and continuously improve program analysis.

  • Travel Requirements:Periodic travel may be required to contractor facilities supplier locations or other Government organizations in support of program activities.

Qualifications

Required

  • Active DoD Secret security clearance
  • Bachelors degree in Finance Economics Business Mathematics Statistics Engineering Operations Research or a related quantitative or analytical discipline.
  • 3 years of directly relevant experience in cost estimating Earned Value Management program controls contract pricing financial analysis or a directly related analytical field
  • Experience analyzing cost schedule financial or program performance information and developing meaningful conclusions from quantitative data.
  • Strong Microsoft Excel skills with demonstrated ability to work with large data sets develop analytical models and communicate results.
  • Working knowledge of Earned Value Management cost estimating Government financial management or other closely related acquisition disciplines.
  • Strong analytical and problem-solving skills with the ability to identify trends investigate anomalies and understand the underlying factors driving program performance.
  • Ability to work effectively with engineers program managers financial managers contracting personnel and other functional disciplines.
  • Strong written and verbal communication skills including the ability to communicate analytical findings to Government stakeholders.
  • Demonstrated initiative intellectual curiosity and willingness to independently research and learn unfamiliar technical financial and acquisition topics.

Desired

  • 57 years of relevant experience preferred.
  • Active Top Secret Clearance
  • Government cost estimating experience supporting DoD/DoW acquisition programs.
  • Experience developing or contributing to Program Cost Estimates (PCEs) Life Cycle Cost Estimates (LCCEs) independent cost estimates or similar acquisition cost products.
  • Experience with Earned Value Management Systems (EVMS) in either a Government or industry environment.
  • Experience serving as or working closely with Cost Account Managers (CAMs) or Government Cost Account Managers (GCAMs).
  • Participation in Integrated Baseline Reviews or similar reviews of contractor program baselines.
  • Experience analyzing IPMR IPMDAR or comparable contractor cost and schedule performance information.
  • Experience developing or evaluating Estimates at Completion and conducting cost and schedule variance analysis.
  • Knowledge of statistical analysis and uncertainty modeling techniques including regression learning curves probability distributions and Monte Carlo simulation.
  • Experience with Microsoft Power BI Tableau or other data visualization and business intelligence tools.
  • Familiarity with DoD/DoW or Air Force cost estimating policies practices cost data repositories and work breakdown structures.
  • Experience supporting missile munitions aerospace or other complex defense acquisition programs.
