Job Summary
This position is part of the Air Force Elements U.S. Transportation Command. The incumbent will be responsible for providing cost estimating analysis scheduling and risk analysis in support of a variety of current and advanced programs supporting Joint Deployment and Distribution Enterprise (JDDE).
As a COST ANALYST at the GS-0501-7/9/11/12 some of your typical work assignments may include:
- Develops and prepares cost studies and analyses for assigned Program Management Office (PMO)-managed programs.
- Ensures rigorous application of financial cost and economic analysis policies principles and practices to the cost analysis process.
- Provides advice assistance and guidance on behalf of the PMO with a variety of customers stakeholders and functional area representatives.
- Develops strategies for analyzing evaluating and presenting cost analyses for assigned programs.

You may qualify at the GS-07 if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-05 grade level in the Federal service:
- Basic understanding of cost estimation and analysis for multiple programs systems or services.
- Basic understanding of providing cost analyses guidance and support to internal and external activities.; OR
C. You have some specialized experience as described in A but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet and the total is at least 100%. (To compute the percentage divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
You may qualify at the GS-09 if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service:
- Receiving training for cost estimation and analysis for multiple programs systems or service.
- Assisting with cost analyses guidance and support to internal and external activities.
- Receiving training on economic analysis outcomes to facilitate completion of operational and mission objectives.; OR
C. You have some specialized experience as described in A but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet and the total is at least 100%. (To compute the percentage divide your total months of qualifying experience by 12. A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service:
- Assisting with cost estimation and analysis for multiple programs systems or services resulting in costing information and decision tools.
- Working closely with team members providing timely and accurate cost analyses guidance and support to internal and external activities.
- Communicating cost and economic analysis outcomes.; OR
C. You have some specialized experience as described in A but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet and the total is at least 100%. (To compute the percentage divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
You may qualify at the GS-12 if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
- Performing cost estimation and analysis for multiple programs systems or services resulting in costing information and decision tools.
- Providing timely and accurate cost analyses guidance and support to internal and external activities.
- Communicating cost and economic analysis outcomes to facilitate completion of operational and mission objectives.

GS-12: Substitution of education may not be used in lieu of specialized experience for this grade level.
IMPORTANT: Although a college degree is not required for the 0501-series this position is part of the Acquisition Professional Development Program (APDP). The Practitioner level certification requires the incumbent to either have or be willing to obtain 24 semester hours in a combination of operations research mathematics probability statistics mathematical logic science or subject-matter courses requiring substantial competency in college-level mathematics or statistics with at least 3 of the 24 semester hours must be in calculus.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate schools definition of one year of graduate study 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.
Unofficial transcripts from U.S. Department of Education accredited colleges universities schools or institutions listing your name the name of the school the date and degree awarded and the list of classes and credits earned are acceptable for the application process. ACQUISITION POSITION:This position is part of the Acquisition Professional Development Program (APDP). The employee must meet the Back to Basics functional area certification requirements for career category: Program Lead Cost Estimator - Level: Practitioner.
Experience for certification at this level: At least 4 years acquisition experience in cost estimating and serving in a program office PEO Service/Defense agency level or supporting a program that reports to a Service Acquisition Executive (SAE).
