Contract Support Administrator (On Client Site)

QinetiQ US is seeking a Senior Contract Support Administrator to support a client in Chantilly VA. The candidate should have past experience supporting fast-paced research and development organization within either the Department of War (DoW) or Intelligence Community. The CSA will be embedded within the clients Contracts office accomplishing routine administrative items as they pertain to contract support and execution.

• Providecontractadministrationsupport including data-call responses and reporting for CO COTR and Program Manager.
• Interface with DoD financial systems DAI & WHS
• Maintain compliant and accuratecontractfiles per regulatory standards.
• Preparecontractawards and modifications per NAM/FAR guidance.
• Review and process documentation including appropriate clauses and approvals.
• Develop and maintain keycontractual documents including negotiation memorandums.
• Review and advise on SOWs J&As acquisition plans and othercontractingdocuments.
• Providecontractingguidance to COTR Program Control and Security.
• Conduct and support market research and prepare related documentation.
• Analyze cash flow forcontractdecisions and recommend appropriatecontracttypes.
• Identify appropriate procurement methods andcontractfinancing strategies.
• Recommend competition types and justify selections (e.g. full and open other than full and open).
• Provide support for source selections pre/post-award debriefings and protest resolutions.
• Conduct cost/price analysis and identify the need for certified pricing data.
• Prepare and support negotiations for allcontractelements including schedule performance and pricing.
• Track and support government property usage and issue resolution.
• Assist with expiredcontractprocessing and close-out documentation.
• Calculate finalcontractprices and resolvecontractpayment issues.
• Identify and escalate indicators of fraud or misconduct.
• Assess recommend and document subcontractingplans and compliance issues (e.g. OCI ITAR).
• Support delivery and acceptance documentation and ensurecontractadherence.

• TS/SCI-Eligible - Currently hold an active TS/SCI or have held an SCI and have been debriefed in the last 24 months; SAP Eligibile. #qinetiqclearedjob
• Bachelors degree in business administration or similar area of study
• Minimum of 5 years of contracting experience either as a contractor or federal employee
• Proficient in MS PowerPoint excel and/or other Microsoft products
• Excellent communication skills ability to work in a team environment and be independently motivated

• Masters Degree in Business aquistion law or similar area of study
• Background in market research pricing and cost analysis
• Understanding of acquisition lifecycle andcontractlaw
• Experience resolvingcontractdisputes and conducting close-outs
• Experience working with NRO systems and processes or other DoD or IC agencies

The salary range for this role is $100000 - $150000USD. The salary range provided is a good faith estimate representative of all experience levels.
