CONSTRUCTION SAFETY SPECIALISTS
ANTICIPATED START DATE: August 2026

LOCATION: Various Facilities NY & NJ
OVERVIEW
Under the direct Supervision of the Construction Management Division to support the Port Authority Office of Safety Management the selected candidate shall perform technical and administrative duties essential to ensure that contractors conduct activities in compliance with all Federal State and Local fire and safety regulations and standards to eliminate hazardous practices and conditions and also ensuring fire safety programs and standards are properly adhered to at the Port Authority and Leaseholder construction sites.
RESPONSIBILITIES
- Review contracts drawings and project-related documentation to ensure adherence.
- Ensure contractors are in compliance with OSHA FDNY NYCDOB Local laws and all applicable regulations.
- Review contractor Health and Safety Plan submittals.
- Audit work operations and construction processes to ensure they conform to Health & Safety Programs Job Hazard Analysis Contract drawings approved plans and all accepted safety procedures.
- Monitor work conditions operations practices construction equipment and processes to evaluate effectiveness adherence with accepted programs required regulations and alignment with all applicable safety policies.
- Provide Port Authority with daily reports to include photos and detailed account of safety observations findings safety deficiencies and corrective measures.
- Conduct Accident Incident and near miss investigations root cause analysis and make recommendations to prevent recurrences.
- Provide Port Authority with Preliminary Information Reports on accident and incident investigation information.
- Interact & collaborate with Port Authority Resident Engineers Agency Safety Representatives Integrity Monitors Stakeholders insurance brokers and affiliated representatives.

REQUIREMENTS
- The successful candidate will also be subject to a comprehensive background check must pass a fingerprint based criminal history records check in order to obtain an airport Security Identification Display Area (SIDA) credential. The candidate must be able to maintain SIDA credentials throughout your employment in this position.
- The candidate will be expected to conduct comprehensive site audits throughout all construction projects throughout the agency.
- The position is a field position that requires working in all types of weather.
- The position requires the candidate to be capable of walking navigating and accessing all points of a vast active and dynamic construction site for extended periods of time through most of the day. The position will require climbing various types of stairs ladders and scaffolds as well as bending lifting/moving objects and driving to construction sites.
- The ideal candidate must be flexible and available to work evenings extended hours and overtime if/when needed. Must also be able to work rotating shifts which include weekends and holidays.
QUALIFICATIONS
Candidates must present the following qualifications to be considered eligible for this position:
- A minimum of 5 years of experience in construction safety including conducting investigations and accident prevention at construction sites or related fields.
- Possess a valid NYC DOB Site Safety Supervisor Card (SST).
- Possess OSHA 30-hour construction safety certificate.
- Possess a valid drivers license.
- Strong communications and interpersonal skills.
- Strong organizational time management skills.
- Demonstrated experience on Major Capital Construction projects including heavy civil infrastructure construction.
- Demonstrated knowledge of Construction Safety and regulations including OSHA 1926 Standards NYC DOB Code FDNY Local laws including DOT DEP and any other applicable regulatory agency.
- Familiarity with National Fire Codes NFPA standards NYC and NJ Fire Codes Rules of the City of NY and FDNY operations and procedures.
- Demonstrated ability to effectively evaluate contractor construction safety and fire safety programs and to make technical recommendations based upon findings.
- Demonstrated knowledge of hazard recognition and assessment incident and accident Investigation and reporting and conduct root cause analysis and Job Hazard Analysis.
- Demonstrated ability to communicate effectively and professionally with OSHA and FDNY inspectors construction inspectors contractors management safety professionals workers and stakeholders.
- Demonstrated knowledge using computer safety software utilized for managing and tracking of project hazards incidents and program documentation.
- Demonstrated computer skills with proficiency in Microsoft Office Suite.
DESIRED
CHST certification or other recognized construction safety credential.
Bachelors degree in Safety Management or Construction Management or College Degree in a safety related field from an accredited institution.
Experience with OCIP and CCIP projects.
Worked on other Port Authority projects.

Required Skills:
Two years of progressive experience in Contract Administration for construction projects. Demonstrate ability in reconciling financial information. Proficiency in understanding contract documents and PA specifications and the ability to interact with internal staff and external professionals at all levels. Proficient in the use of software applications project management software including but not limited to SAP EIMS AVM B2Gnow and MS Office Suite (Word Excel SharePoint and MS Teams). Ability to manage and prioritize multiple assignments with multiple supervisors. Ability to pass a SWAC background check at a high level. Prior Construction Management/Administration experience OSHA 10 is required.
Required Education:
Associates degree in business engineering another technical field or equivalent education from an accredited college or university.
