Position/Project Overview:
Project Solutions Inc. is seeking an experienced Construction Inspector to support the U.S. Coast Guard Facilities Design and Construction Center on the Recapitalize Central Steam Distribution System project at the U.S. Coast Guard Academy in New London Connecticut. This $24M project involves the large-scale removal and installation of steam condensate and hot water piping throughout campus tunnels sub-basement passageways and direct-buried applications along with a complete overhaul of multiple mechanical rooms including heat exchangers VFD pumps pressure-reducing valves and condensate return Construction Inspector provides full-time on-site oversight ensuring the Prime Construction Contractors work complies with contract drawings specifications and applicable codes.
This role is contingent upon award of project.
Responsibilities and Duties:
- Perform inspection services whenever contractor personnel are on site and performing work as part of the construction contract
- Attend pre-construction quality control progress and other conferences and meetings as needed; take minutes of meetings as directed
- Review and become familiar with the contract documents for proposed construction; review analyze and make recommendations (including preparation of cost estimates and time/schedule impacts) on potential construction changes
- Review and comment on progress schedules including network diagrams
- Provide daily inspection and surveillance of construction work to ensure the work is in accordance with the construction contract; review make applicable comments and sign daily construction reports; notify Project Manager/Contracting Officers Representative (PM/COR) of non-compliant work;
- Witness field tests and review all testing reports completed by the construction contractors and check any materials for conformance with specifications; establish and maintain a log of all field tests required by the contract documents
- Perform surveillance of survey operations for layout and elevations of construction work; make field notes on drawings and verify that contractor as-builts are accurately annotated with actual locations in field
- Monitor submittals utilizing a submittal status log; develop and maintain a filing system for submittals utilizing UniFormat system
- Inform the construction contractor and its representatives of safety violations; alert the CORof severe or repeated violations that should be addressed at the progress meeting.
- Coordinate requests for passes outages excavations hauling and delivery routes associated with Coast Guard property
- Review and comment on the accuracy of the PCCs payment requests and certified payrolls
- Review and comment on accuracy of Contractors project schedule updates
- Maintain an Inspectors Daily Diary in a bound not loose-leaf notebook
- Maintain orderly working files for correspondence minutes of meetings and conferences payments updated progress schedules monthly progress reports punch lists field changes requests for information (RFIs) and contract documents
- Maintain a file of construction photographs documenting progress and problem areas and include appropriate photographs in weekly progress reports
- Prepare and submit weekly progress reports
- Participate in pre-final and final inspections assist in preparation of detailed punch lists and check that all punch list items are corrected prior to final payment
- Verify PCCs maintenance of accurate as-built drawings on a weekly basis and provide comments on completed as-built drawings; provide comments on accuracy of as-builts on weekly progress construction report
- Assist in the review of and comment on all Installation Instructions and Operation and Maintenance Manuals
Education and Experience:
- Minimum 10 years of construction experience as a construction inspector contractor superintendent or quality control manager
- OR minimum 5 years of experience with a 4-year college degree in Engineering PE PMP or QA/QC certifications attained within the last 10 years
- Minimum 2 years of work experience on Federal Government construction projects as a government CI contractor superintendent or quality control manager within the last 10 years (state/local projects with federal funding do not count)
- Minimum 2 years of project experience in the construction of steam distribution systems civil/site work and utilities/mechanical room equipment installation (can be part of the 10 years above)
- Capable of reading contract drawings and specifications
- Understanding of local and national building codes
- In-depth knowledge of building and construction trades (structural mechanical plumbing electrical architectural civil etc.)
- Basic computer and software skills (Word PDF digital image formatting)
- Effective written and verbal communication skills with attention to detail
- Minimum one hour of annual training (online or in person) on preventing sexual harassment in the workplace
- Ability to obtain a Common Access Card (CAC) via the DoD Mission Partner Identity Credential and Access Management (MP ICAM) system including a favorably adjudicated Tier 1 investigation (or equivalent)

- Knowledge of utilities disciplines including electrical water sanitary sewer stormwater and telecom
- Knowledge of building trades including structural mechanical plumbing electrical architectural and civil
- Capable of reading contract drawings and specifications
- Understanding of local and national building codes
- Basic computer and software skills (Word PDF and digital image formatting with descriptions)
- Experience utilizing Construction Management Software
- Effective written and verbal communication skills
- Attention to detail
- Capability of independent self-disciplined performance
- Ability to effectively communicate findings and concerns to contractors and project managers
- Capability of writing reports summarizing construction activities observed
- Ability to document and track unforeseen conditions
- Ability to take appropriate photos of construction progress
- Professional appearance and conduct at all times
- Physical ability to see hear walk drive climb reach stoop bend and lift up to 50 pounds
- Willingness to encounter construction site conditions including noise dust heights odors enclosed spaces unstable footing steps rough terrain adverse weather conditions ladders and roofs
- Physical ability to take measurements and perform tests comparing in-place work to contract requirements
- Ability to observe work as it progresses
