Job Summary
You will serve as a Concessions Management Specialist with National Park Service. A Concessions Management Specialist supports the National Park Services Commercial Services Program through analytical and operational work. The position covers a broad range of duties used across multiple parks to ensure effective management of concession activities.
Some of the major duties you will perform include but are not limited to the following:
- Concession Industry Planning and Analysis
- Concessions Operations Administration
- Commercial Services Contract and Permit Evaluation
- Concessions Business Development
Duties will be developmental in nature when filled below the full performance level.

As a condition of employment for accepting this position you may be required to serve a 1-year probationary period to evaluate your fitness and whether your continuation of employment advances the public interest.
This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest meet the organization goals and mission of the agency and/or otherwise promote the efficiency of the determining if your employment advances the public interest the agency will consider: your performance and conduct; the needs and interests of the agency; whether your continued employment would advance organizational goals of the agency or the Government; and whether your continued employment would advance the efficiency of the Federal service.
Under applicable law the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies in writing that the individuals employment should continue and that their appointment should be the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period such appointments are terminated. Upon completion of your probationary your employment will be terminated unless you receive certification in writing that your continued employment advances the public interest.
All qualifications must be met by the closing date of this announcement - 09/28/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300 Subpart F.
For current Federal employees if hours worked per week are not included on your resume you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. To qualify for this position at the GS-09 grade level you must possess at least one of the following minimum qualifications by close of the announcement:
EDUCATION: A Masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. if related
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors).The work requires basic knowledge of a body of standardized regulations requirements procedures and operations associated with duties related to the assigned support function(s) where the actions are usually well defined and have precedent. Some examples include:
- Experience in the hospitality industry to identify the steps required to develop new concessions operations;
- Experience with financial terms practices processes and procedures sufficient to independently prepare well precedented/standardized documents and/or assist higher graded specialists;
- Experience with NPS operational maintenance environmental risk management public health and other applicable standards used to evaluate commercial services.
COMBINATION: equivalent combination of graduate education and specialized experience. NOTE: Only graduate education beyond the first year is creditable. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
To qualify for this position at the GS-11 grade level you must possess at least one of the following minimum qualifications by close of the announcement:
EDUCATION: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. if related
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors).This experience includes activities such as but not limited to:
- Performing complex financial and operation management duties for concessions typically found in the hospitality or similar industry;
- Implementing policies and procedures relative to a business management program in the hospitality or a similar industry: participating in the development and implementation of prospectuses and new contracts for hospitality or similar functions.;
- Applying relevant laws regulations policies procedures and contract provisions to monitor commercial service operations; prepare and develop prospectus documents; monitor and confirm compliance with terms and conditions of a contract;
- Conduct evaluations of concessioners;
- Data collection and analysis;
- Negotiate and conduct asset management.

Volunteer Experience: Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community student social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.
You must submit a copy of your transcript(s) to support claimed education if substituting education for experience. Transcripts must include your name school name grades credit hours earned major(s) grade point average or class ranking and date the degree was conferred if applicable. Foreign Education: To receive credit for education completed outside the United States you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs. Physical Demands: Concession facilities include (but are not limited to) front and back of the house locations at hotels commercial kitchens restaurants retail facilities warehouses employee housing stable operations marinas and assigned landscapes. While some work is performed in an office setting the position requires familiarity with park resources and concession facilities and services which may include may
require hiking on park backcountry trails overnight stays in the backcountry which require carrying a heavy backpack horseback riding bicycling rafting extensive walking etc. There may be some requirements to travel on water vessels and small aircraft. A current drivers license may be required.
Work Environment: For work conducted in the office environment the risks include those typically found in an office environment. Normal safety precautions typical of such places should be observed (e.g. use of safe work practices with office equipment avoidance of trips and falls). Travel within and away from the park area may be necessary and frequent in order to provide support for the program for the purpose of
attending meetings training programs conferences and site visits. For work conducted in the field the risks involve those typical for visitors of the Park and may include confrontations with wildlife and exposure to the elements. Depending on the Park risks may involve those customary when working with or riding horses being a passenger on a boat working in and around historic structures hiking on challenging terrain and being a passenger or driver of a motor vehicle.
