Compliance Manager, Quality and Product

Job Summary
Velo3D designs and manufactures metal additive manufacturing systems and provides rapid production services to customers in aerospace defense space energy and medical markets. Operating as a contract manufacturer brings Velo3D within a set of industry accreditation certification and customer-mandated quality requirements that must be actively maintained evidenced and audited.
The Quality and Product Compliance Manager owns that compliance portfolio. The role is embedded with the Quality organization and works in its daily rhythm but reports through Legal and Compliance so that the evidence audit responses and attestations describing Velo3Ds compliance are prepared independently of the function whose performance they describe.
This is a hands-on program-owner role not an oversight role and not a quality engineering role. The successful candidate will align the documentation maintain the evidentiary record respond to findings and hold the schedule.
Accreditation and certification programs
- Own Velo3Ds participation in NCAMP NIAR JAQS and America Makes laser powder bed fusion qualification and accreditation activity including documentation alignment industry communications audit activity records review and key performance indicator management.
- Own compliance with customer-mandated aerospace quality standards including AS13100: self-assessment clause mapping customer meetings training delivery and document updates.
- Lead Velo3Ds pursuit and maintenance of ASTM additive manufacturing certification working with the Safety Equipment Institute and other certifying bodies.
- Monitor emerging additive manufacturing standards and accreditation programs relevant to Velo3Ds markets and advise on which the company should pursue.
Audit program and certification records
- Support the Director of Quality on the AS9100 certification cycle owning the evidentiary record nonconformance response documentation and OASIS records.
- Assist with customer audits; support internal audit activity relating to certification scope.
- Track corrective and preventive actions arising from certification customer and registrar audits to closure.
Regulatory and contractual compliance
- Maintain participation in the Government Industry Data Exchange Program and other counterfeit and nonconforming parts reporting programs including membership requirements periodic activity and annual reporting.
- Review customer quality requirements supplier requirement manuals and quality clauses; maintain the register of requirements Velo3D has committed to and confirm implementation.
- Issue and collect supplier export compliance acknowledgements and maintain the resulting records on the form and screening criteria set by the Compliance Manager Government Contracts Trade and Corporate Compliance.
- Support representations certifications and attestations relating to product compliance and quality standards.
- Escalate contractual questions to the Chief Legal Officer and export control and federal procurement questions to the Compliance Manager Government Contracts Trade and Corporate Compliance.
Policy training and reporting
- Draft and maintain compliance policies procedures and work instructions within scope; own the review calendar and version control.
- Deliver training on applicable certification and compliance obligations to engineering operations supply chain and quality personnel.
- Maintain a consolidated certification and compliance deadline calendar and report status metrics and material issues to the Chief Legal Officer and the Director of Quality.
Livermore expansion
- Extend accreditation and certification scope to the Livermore facility as it becomes active including scope extension filings facility-specific documentation and audit readiness.
- Support cross-training so that certification and audit coverage does not depend on a single individual.
Quality and supplier interface coordination not ownership
The Quality organization owns quality engineering inspection material review process control and the technical qualification of suppliers. This position does not direct that work. At the interface this role will:
- Serve as the compliance point of contact to the Director of Quality and to the quality engineering inspection and material review functions and attend quality management review.
- Translate certification and customer standard requirements into obligations the Quality organization can implement and confirm that implementation is evidenced.
- Support rather than conduct internal quality audits providing the compliance and records elements within audit scope.
- Support approved-supplier-list vetting from a compliance standpoint only: certificates screening coordination required flowdowns and ongoing monitoring. Technical and capability qualification remains with Quality and Supply Chain. No supplier is added until both the technical gate and the compliance gate are cleared.
- Route technical quality decisions disposition of nonconforming material and process changes to the Quality organization rather than deciding them.
Required
- Bachelors degree in engineering materials science or a related technical discipline or equivalent experience.
- Five or more years in quality assurance quality engineering or product compliance in aerospace defense or regulated manufacturing including direct responsibility for a certification or accreditation program.
- Working knowledge of AS9100 including hosting registrar audits and managing nonconformance responses.
- Demonstrated experience preparing for and hosting customer and third-party audits.
- Demonstrated experience owning compliance documentation records and corrective action systems.
- Ability to work credibly with an engineering and operations population while reporting outside that organization.
- Ability to work across two facilities and travel between Fremont and Livermore as required.
Preferred
- Direct experience with NCAMP NIAR or America Makes qualification programs.
- Direct experience with AS13100 or equivalent customer-mandated aerospace quality standards.
- Experience with ASTM certification programs or additive manufacturing standards development.
- Experience in metal additive manufacturing laser powder bed fusion or a comparable process-critical manufacturing environment.
- Familiarity with U.S. export control and federal procurement compliance concepts.
- Experience standing up compliance programs at a new facility.
- Certified lead auditor qualification or ASQ certification such as CQE CQA or CMQ/OE.
