What can you expect

As the Compliance Coordinator you will work onsite in Houston TX and the surrounding areas and will be responsible for administering and monitoring labor and contract compliance requirements associated with heavy civil construction projects. You will prepare and submit certified payroll reports prevailing wage documentation and other federal state county and municipal compliance reports while serving as a central point of communication between project teams subcontractors payroll contracting agencies and regulatory entities.

You will help ensure company compliance with Davis-Bacon Act requirements prevailing wage laws apprenticeship utilization requirements subcontractor compliance obligations and other public works contract requirements. The role requires strong attention to detail knowledge of construction payroll practices and the ability to manage multiple reporting deadlines across active projects.

How will you do it

  • Prepare review and submit weekly certified payroll reports for federal state county and municipal public works projects.
  • Ensure compliance with Davis-Bacon prevailing wage requirements including proper wage classifications fringe benefit calculations and overtime reporting.
  • Coordinate collection and review of certified payrolls from subcontractors and verify completeness and accuracy.
  • Maintain project compliance files including wage determinations apprenticeship documentation EEO forms and supporting payroll records.
  • Track reporting deadlines and submit required compliance documentation to contracting agencies within established timeframes.
  • Communicate with project managers payroll personnel subcontractors and government agencies regarding compliance requirements and deficiencies.
  • Assist with state prevailing wage reports county labor compliance reports apprenticeship utilization reports and workforce reporting requirements.
  • Monitor subcontractor compliance status and follow up on missing or incomplete documentation.
  • Support audits and agency reviews by gathering and organizing requested records.
  • Maintain accurate records of certified payroll submissions correspondence and compliance approvals.
  • Identify potential compliance issues and escalate concerns to management as appropriate.
  • Assist in developing and improving internal compliance processes and reporting procedures.
  • Manage the application process for obtaining any necessary licenses and permits.
  • Responsible for a successful project start-up and close-out.
  • Develop and maintain project plans including timelines project phases and activities using Critical Path Management techniques and company-designated software programs.
  • Ensure subcontractors receive all required documents before starting on-site work.
  • Assist in coding invoices to properly track project expenses to the budget.
  • Maintain paper and electronic filing and archiving systems for project-related files.
  • Responsible for project status reporting.
  • Manage contract document compliance.
  • Assist in verbally communicating effectively with clients.
  • Draft correspondence and obtain necessary signatures as needed.
  • Coordinate and attend client meetings.
  • Record action items during meetings and execute follow-through.
  • Coordinate with Human Resources on meeting client/project labor requirements and adherence to company local hire policy at project sites.
  • Track and file incoming reports from the construction team including daily reports safety documentation and photos.
  • Assist with scheduling training programs for companies.
  • Assist with company and project administrative duties as needed.
  • Work as a team player with co-workers in a respectful and supportive manner.
  • Responsible for reporting any incident situation or activity that may affect the companys ability to operate safely ethically and profitably to the General Manager.
  • Work in a constant state of alertness and in a safe manner.
  • Perform other related duties as assigned.

Knowledge Skills & Abilities:

  • Advanced knowledge of various field construction concepts practices and procedures.
  • Ability to interpret contract specifications and compliance provisions.
  • Knowledge of federal state and local public works compliance requirements.
  • Understanding of construction labor classifications and wage determinations.
  • Strong analytical and problem-solving abilities.
  • Ability to maintain confidentiality of payroll and employee information.
  • Ability to work independently while collaborating effectively with operations and payroll teams.
  • Advanced knowledge of Microsoft Project Excel Word PowerPoint and Outlook.
  • Skill in organizing resources establishing priorities meeting deadlines and general time management.
  • Strong technical and professional writing skills; ability to relay information clearly and informatively; edit work for spelling and grammar and present numerical data effectively.
  • Excellent analytical skills. Ability to identify and resolve problems timely skillfully gather and analyze information and develop alternative solutions as needed.
  • Effective professional communication and interpersonal skills regarding:
  • Internal and external written graphical and verbal communications.
  • Presentations.
  • Working with other departments and personnel to accomplish Brice Highways objectives.

Who is Brice Highway LLC looking for

Minimum Qualifications:

  • High School Diploma or equivalent required.
  • Valid state drivers license and qualified to operate a vehicle under the conditions of the Companys Driving Policy.
  • Ability to pass drug driving and background screening.

Preferred Qualifications:

  • Bachelors degree in construction management engineering or a related field is preferred.
  • Previous experience utilizing project management software like HCSS P6 and Procore preferred.
  • Prior work experience supporting compliance activities for highway bridge utility excavation earthwork or other heavy civil construction projects is strongly preferred.

Working Environment:

The work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Brice Highway has a fast-paced multi-tasking office environment requiring a high degree of efficient and effective performance. This position is primarily office-based but may occasionally require visits to construction project sites. Adaptability regarding schedule and design changes and occasional overtime for immediate field support or bid processing may be necessary.
