Community Revitalization Program Manager

The Community Revitalization Program Manager (PSA Option 1) manages programs in the agencys Office of Community Development and supervises staff. To succeed in this position you must be able to organize tasks well focus on details prioritize effectively excel in verbal and written communication and provide step-by-step instructions. • Formulates and implements policies for the administration of the Community Revitalization program for the federal Community Development Block Grant.
• Serves as working supervisor.
• Monitorsmanagesand evaluatescommunity revitalizationproject activities.
• Ensures that projects comply with state and federal requirements.
• Performs other duties as assigned orrequiredwhich arereasonably withthe scope of the dutiesenumeratedabove.

• Requires knowledge skill and mental development equivalent to completion of four years of college with courses in business or public administration economic development urban planning or related field.
• Requires prior experience equivalent to three years of progressivelyresponsible administrative experience in a public or business organizationthat requires supervision or management of projects and programs.

• Requiresthree years of experience administering federal and/or state grant programs from conception to closeout.
• Requiresthree years of experience completing federal or state environmental reviews or other external grant requirement evaluations from a federal or state agency or completion of Environmental Training through the U.S. Department of Housing and Urban Development.
• Requiresthree years or a combination of experience in economic developmentcommunityplanning business assistance infrastructure development or commercial development.
• Requiresthree years of experience in grant administration of Community Development Block Grants.
• Requiresthree years experience effectively supervising and guiding team members fostering collaboration and applying strong problem-solving skills in a professional setting.

• Prefers three years of experience administering federal and/or state grant programs from conception to closeout.
• Prefers three years of experience completing federal or state environmental reviews or other external grant requirement evaluations from a federal or state agency or completion of Environmental Training through the U.S. Department of Housing and Urban Development.
• Prefers three years or a combination of experience in economic developmentcommunityplanning business assistance infrastructure development or commercial development.
• Prefer three years of experience in grant administration of Community Development Block Grants.
• Prefers three years experience effectively supervising and guiding team members fostering collaboration and applying strong problem-solving skills in a professional setting.
• Prefers two years of experience in developing and delivering presentations with and without PowerPoint; facilitating training sessions and providing technical assistance to diverse audiences.
• Prefers two years of experience in evaluation of grant fiscal and performance reports and completion of grant monitoring.
• Prefers intermediate level experience in the utilization of spreadsheet software document creation. email and cloud-based platforms.

• Requires ability to travel in the performance of duties with overnight stays asappropriate.
• Requiresappropriate valid drivers license.
• Requires completion of a background check and self-disclosure of criminal history form.
• This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employeesto filea Statement of Economic Interestare also required tofile the SupplementalStatement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

• Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment the employee shall prior to accepting any such non-State employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
• Overtime is a condition of employment and you may be requested or required/mandated to work overtime including scheduled unscheduled or last-minute overtime. This may require the ability to work evenings and weekends.
