Main Purpose of Job
The Coordinator Special Programs Health Services IV Supervisor (Community HealthWorker (CHW) Program Coordinator) position within the Office of Population HealthImprovement (OPHI) will oversee and effectively administer all aspects of the MarylandDepartment of Healths CHW Program including the CHW certification and CHWcertification training program accreditation processes for the state. The Coordinator isresponsible for ensuring the accurate effective and efficient management of all programprocesses to ensure compliance with all corresponding laws regulations policies andadministrative directives that apply to the program. The Maryland Community HealthWorker Program is guided by the Annotated Code of Maryland Health-General Article Title13 Subtitle 37 Maryland Community Health Worker Act COMAR 10.68.01 Certificationof Community Health Workers and COMAR 10.68.02 Community Health WorkerCertification Training Programs.

The CHW Program Coordinator will be responsible for the development implementationadministration budget evaluation analysis and management of the CHW programactivities as well as other OPHI health care workforce activities; the identification andmanagement of grant funding to support staff and program expansion and alignment withDepartmental priorities; and direction and oversight to subordinate staff.

The CHW Program Coordinator will provide full administrative support to the Chair of theState CHW Advisory Committee serve as staff to the Advisory Committee and provide fullsupport to the CHW Training Program Application Review Committee.

In coordination with the OPHI Health Policy Analyst Office and Department leadershipthis position will develop proposed legislation policies and directives to advance the goals ofthe Program Office and Department. This position makes administrative and programmaticrecommendations to Office and Department leadership on the administration of the program.

The CHW Program Coordinator will serve as the CHW Program liaison on other legislativerequirements; workgroups; and with other agencies organizations and position will support OPHI leadership with coordinating the activities of the CHWProgram and work closely with other Health Care Workforce activities within the OfficeDepartment and with other agencies to achieve the mission of the Office and Department.

This position supervises program support staff.

Please Note: This position is hybrid telework eligible.
MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of professional experience in assisting in the coordination of a health-related program(s) or referring people to governmental and private resources.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university on a year-for-year basis for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health-related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS
The desired candidate should possess:
  • Experience working with and coordinating committees of diverse stakeholders.
  • Experience providing professional consultation and assistance to individuals and organizations.
  • Experience with the Community Health Worker workforce in Maryland.
  • Experience coordinating complex programs including program management budget oversight and policy and procedure development.
