Description of Work

DST is looking for a Communications and Digital Specialist for the State and Local Government Finance Division. This is a full-time position (40 hours per week) with State Benefits including health insurance paid vacation paid sick time paid holidays as well as retirement.

*** The anticipated hiring rate for this position is between $70000 to $80000 based on available funding and internal equity considerations. ***

***This position will have the ability to telework one day per week once fully oriented***

This position has been designated as non-exempt in accordance with North Carolina General Statute 126-5 (c1) (24).; In furtherance of the Department of State Treasurers existing ethics and transparency programs this position is subject to the ethics and conflict of interest requirements of the Department of State Treasurer Supplemental Ethics Policy (Tier 2 Ethics Policy).
( Skills and Abilities/Management Preferences

This position will:

The Communications and Digital Specialist will work with internal teams and colleagues across the state to develop manage and distribute information using a wide variety of communication methods. This person will engage with media and the public to support education awareness and outreach efforts.

Duties include:

  • Write and/or copyedit media advisories press releases and blog posts related to State and Local Government Finance Division (SLGFD)

  • Assist with maintaining SLGFD website intranet blog and publicly posted documents

  • Maintain working knowledge of ADA Title II requirements and WCAG 2.1 Level AA standards.

  • -Create edit and distribute statewide communications to units of local government

  • Produce or assist with PowerPoint and other visual presentations for SLGFD staff

  • Serve as a subject matter expert for communications related to SLGFD

  • Attend regular meetings with SLGFD staff

  • Document agency activities and communication to maximize positive internal and external media exposure

  • Draft or assist with video scripts and evergreen content to promote SLGFD concepts accomplishments and capabilities

Knowledge Skills and Abilities/Management Preferences

Qualified applicants must possess and application must clearly reflect work experience that demonstrates the following:

  • Experience in writing for internal external and/or social media materials.

  • Knowledge of Microsoft Office.

  • Knowledge of web maintenance including CMS digital best practices and attention to end-use experience

Management Preferences:

  • Experience with Adobe Creative Suite

  • Creativity and ability to develop ideas and scripts when working with complex ideas.

  • Experience with principles of graphic design.

  • Experience writing about or working with local governments

  • Demonstrated ability to meet deadlines while maintaining attention to detail.

  • Ability to copy/edit and adapt writing to AP Style

Minimum Education and Experience

About the State and Local Government Finance Division

The State and Local Government Finance Division of the Department of State Treasurer serves as staff to the Local Government Commission the North Carolina Capital Facilities Finance Agency and the Debt Affordability Advisory division supports the state of North Carolina and over 1100 units of local government through the sale and delivery of all State and local debt monitoring debt repayment counseling and assisting local governments issuing debt and monitoring and analyzing the fiscal health and accounting practices of all local governments.
