Job Summary
We are currently seeking a Classification Analyst.
The Department of Budget and Managements Classificationand Salary Division (CAS) maintains the States position classification planand provides for the development and operation of the States salary and wageprogram. Services include: publication of new and revised class specifications;development of classification standards and guidelines; recommendations forchanges to the salary plan; development of salary guidelines and procedures;and technical training of agency staff with responsibilities for classificationand compensation activities. The Division provides leadership and expert adviceand guidance to State personnel officers and managers in the areas ofclassification and compensation.

The main purpose of the HR Analyst I DBM position is tolearn to interpret and apply the State Personnel Management System (SPMS)rules regulations and standards related to classification and salary by:learning to analyze and evaluate agency reclassification and acting capacityissues and requests of State agencies learning to develop and revise classspecifications and class descriptions learning to make technically soundrecommendations concerning class and salary actions standards and practices;and learning to act as a technical resource for several agencies to include thefollowing Departments and Agencies: Human Services; Information Technology;Juvenile Services; Labor; Public Safety and Correctional Services; Archives; Elections;Retirement; etc. and the following Work areas: Social Work; InformationTechnology; Investigation and Inspection; Labor and Trades; Math andStatistics; Business and Supply etc.
Experience: One year of paraprofessional personnel work experience. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures policies rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records calculating salaries applying personnel-related rules and policies preparing personnel-related reports conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment actions.

1. Candidates may substitute the possession of a Bachelors degree from an accredited college or university for the required experience.
2. Candidates may substitute the possession of thirty graduate credit hours from an accredited college or university in the field of HR/personnel administration business administration public administration statistics tests and measurements industrial-organizational psychology or other related field on a year-for-year basis of the required experience.
3. Candidates for employee or labor relations positions may substitute the possession of a Juris Doctor degree from an accredited school of law for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Human Resources classifications or Human Resources specialty codes in the Personnel field of work on a year-for-year basis for the required experience.
Preference will be given to applicants who possess thefollowing preferred qualification(s):
Bachelors degree from an accredited college oruniversity
Experience in the use ofMicrosoft Office Suites Applications Google Applications or the use of AIapplications
in this classification are required to obtain certification in StatePersonnel Management System policies and procedures and in the functionalityof the Statewide Personnel System from the Office of Personnel Services andBenefits Maryland Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.
in this classification may be assigned duties which require theoperation of a motor vehicle. Employees assigned such duties will be requiredto possess a motor vehicle operators license valid in the State of Maryland.
