Position Summary:
TheCity Engineeris a management position within the Public Works Department and a key member of the Public Works Leadership Team. This position oversees and manages the engineering functions for the Department of Public Works including but not limited to Development Review Capital Project DeliveryStormwater Managementcreation and maintenance of standards and guidelines compliance with Local State and Federal requirements and GIS and asset management support.TheCity Engineeroversees the Development Review of private development applications and coordinates with other City departments and as necessary outside agencies and/or districts to ensure proposed designs are compatible and consistent with City standards regulations and applicable laws.TheCity Engineeroversees the planning design construction and implementation of Capital Projects for the City of Lone Tree Public Works Department and performs complex professional-level field and office engineering and planning activities related to private development and capital infrastructure projects.TheCity Engineeroversees the Citys MS4permittingprocess and all associated stormwater activities and programsin coordination with the Director of Public Works and Mobility
Examples of Duties:

Leadership & Department Administration
- Assists the Director in department-wide planning budgeting goal setting and performance management.
- Representsthe City and Public Works Department on regional intergovernmental and external boards committees and commissions as assigned.
- Prepares reports position papers and recommendations to support policy development strategic initiatives and long-range planning.
Engineering & Operational Management
- Manages and directs the engineering work group in areas includingstormwaterdevelopment review project management design and asset management.
- Manages and oversees daily engineering operations to ensure policies procedures goals andobjectivesare met efficiently and effectively.
- Manages and oversees the annual budget for all engineering functions within the Public Works Department.
- Provides quality assurance for engineering criteria related to residential and commercial development.
Development Review & Regulatory Compliance
- Reviews land development plans construction plans technical studies and reports for conformance with City rules regulations standards and Local State and Federal requirements.
- Reviews subdivision plats roadway plans and profiles traffic control signage and striping plans storm drainage water quality and detention improvements grading plans and erosion and sediment control plans.
- Reviews drainage reports stormwater management reports traffic impact studies development agreements subdivision improvement agreements and easement and right-of-way documents.
- Ensures all construction-related activities adhere to approved plans agreements conditions of approval and sureties.
Capital Projects & Construction Oversight
- Oversees the planning design construction and delivery of Capital Improvement Projects to ensure projects are completed on time and within budget.
- Conducts or oversees inspections of active construction sites and ensures compliance with approved engineering plans and specifications.
- Coordinates resolution of conflicts related to construction plans criteria and existing field conditions.
Coordination Communication & Public Engagement
- Coordinates engineering projects with other City departments consultants developers contractors landowners and outside agencies.
- Attends Planning Commission and City Council meetings to address engineering-related issues and public comments.
- Attends neighborhood and stakeholder meetings to discuss projects with residents property owners and homeowner groups.
- Provides assistance tocitizensseekingto constructmodify or replace public improvements associated with real property.
- Responds to public and employee inquiries withaccurateinformation andappropriate follow-up.
- Explains City roadways infrastructure and development policies and procedures to the public contractors developers and City staff.
Professional Standards & Continuous Improvement
- Suggests and implements policy process and standard improvementsin accordance withestablished criteria and best practices
- Ensures engineering activities align with the Citys mission vision values and strategic priorities
- Performs other duties as assigned.
Organizational Relationships:
Reports to: Director of Public Works and Mobility Other: Interacts with City leadership community partners regional agencies boards and commissions visitors consultants and vendors.
Supervision Exercised:
Stormwater EngineerProject Engineers Construction Inspectors.
Education / Experience:
- Bachelors degree from a four-year college or university with major coursework in civil engineering construction management or a related field.
- Seven (7) toTen (10) years of progressively responsible professional experience in civil engineering including management and leadership responsibilities.
- Colorado Professional Engineer (P.E.) licenserequired.
- Demonstratedexperience managing staff and delivering capital projects on time and within budget.
- Strong understanding of Local State and Federal engineering and regulatory requirements.
Necessary Knowledge Skills & Abilities:
- Advanced knowledge of civil engineering principles related to subdivision roadway drainage and traffic design.
- Ability to review interpret and approve engineering plans specifications and technical reports.
- Knowledge of field engineering practices construction methods and quality control procedures.
- Strong leadership decision-making negotiation and problem-solving skills.
- Ability to communicate complex technical concepts clearly to elected officials leadership staff developers contractors and the public.
- Proficiencywith Microsoft Office applications (Word Excel Outlook PowerPoint) and engineering-related software.
- Ability to make independent decisions and provide solutions to complex and sensitive issues.
- Demonstratedprofessionalism credibility collaboration flexibility and commitment to public service.
- Ability topossessand maintain a valid Colorado Class R drivers license.

Position Range:
Hiring Range: $127961 - $159951(Annually)
Salary Range: $127961 - $191941(Annually)
