Description

Directly reporting to the Chief Executive Officer (CEO) and accountable to the Board of Directors (BOD) the Chief Operating Officer (COO) is responsible for enhancing internal organization processes and infrastructure to permit Trailboss growth and to fulfill its mission goals. Directs administers and coordinates the activities of the organization in support of policies goals and objectives established by the CEO and BOD by performing the following duties personally or through subordinate managers.

MAJOR DUTIES AND RESPONSIBILITIES:

Essential Duties and Responsibilities include the following. Other duties may be assigned.

Financial Management

  • Guides and directs management in the development production promotion and financial aspects of the organizations products and services.
  • Directs the preparation of short-term and long-range plans and budgets based on broad corporate goals and growth objectives.
  • Directs and oversees site specific budgetary goals manpower allocation and resource management

Human Resources

  • Works with the Director of Human Resources to oversee and implement the following HR programs within operations:
  • Recruitment hiring and compensation
  • Benefits administration and oversight
  • Professional training and development including new employee orientation
  • Retention strategies
  • Regulatory oversight and legal compliance
  • Employee training programs at the site level
  • Safety program implementation

Contracts Management

  • Oversees the administration and execution of all types of contracts and/or including CPFF T&M IDIQ FFP LOE and task orders from pre-award phase to closeout including contract modifications subcontractor agreements and routine correspondence.
  • Develops reviews and negotiates contracts modifications consulting and teaming agreements and non-disclosure agreements consistent with company policies.
  • Ensures companywide compliance with applicable federal regulatory guidelines to include butnot limited to FAR CFAR CFR FLSA SCA NLRA and DOL as pertinent to contract compliance

Operations

  • Oversee risk management and legal activities; letters of agreement contracts leases and other legal documents and agreements.
  • Implement programs to meet corporate goals and objectives.
  • Creates the structure and processes necessary to manage the organizations current activities and its projected growth.
  • Maintains a sound plan of corporate organization establishing policies to ensure adequate management development and to provide for capable management succession.
  • Develops and installs procedures and controls to promote communication and adequate information flow within the organization.
  • Establishes operating policies consistent with the CEOs broad policies and objectives and ensures their execution.
  • Evaluates the results of overall operations regularly and systematically; reports these results to the CEO.
  • Ensures the responsibilities authorities and accountability of all direct subordinates are defined and understood.
  • Ensures all organizational activities and operations are carried out in compliance with local state and federal regulations and laws governing business operations.
  • Overseas the implementation of Quality Control programs at the corporate and site levels.
  • Ensures compliance with FAA DOT and other regulatory guidelines as pertinent to Company and site-specific operations

Labor Management

  • Negotiates Collective Bargaining Agreements (CBA) with various Labor Unions affiliated organizations and employees.
  • Ensures the resultant CBA agreements are well defined understood and followed.
  • Participates in grievance mitigation mediation and arbitration proceedings in conjunction with / at the request of the Human Resources Director.
  • Provides guidance and oversight to subordinate site managers in contract related labor matters.

Supervisory Responsibilities

  • Manages subordinate supervisors of operational contracts. Is responsible for the overall direction coordination and evaluation of these units. Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include in coordination with the Human Resources Director interviewing hiring and training employees; planning assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Mathematical Skills

  • Ability to work with mathematical concepts such as probability and statistical inference and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions percentages ratios and proportions to practical situations.

Reasoning Ability

  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written oral diagram or schedule form.

Computer Skills

  • To perform this job successfully an individual should have knowledge of Contact Management systems; Internet Explorer Internet software; Project Management software; Microsoft Excel Spreadsheet software and Microsoft Word Processing software.

Physical Demands

  • Regularly required to sit walk and stand; talk and hear; use hands repetitively to finger handle feel or operation standard office equipment; reach with hands and arms; ability to lift up to 25 lbs.

Requirements

MINIMUM QUALIFICATIONS:

Education and/or Experience:

  • Bachelors degree (B. A.) from four-year college or university preferred.
  • 10 to 15 years experience with 5 in an executive level position such as general manager or vice president.

Language Skills:

  • Ability to read analyze and interpret general business periodicals professional journals technical procedures or governmental regulations. Ability to write reports business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers clients customers and the general public.
