Main Purpose of Job
This position operates in a hybrid work environment with job duties performed both remotely and on-site unless otherwise directed by the Appointing Authority. The position is located within the Office of Finance Program Analysis Unit and serves as the Chief of the Program Analysis Unit providing managerial oversight and leadership for a variety of financial and accounting functions. The position is responsible for overseeing and/or performing functions related to cost accounting Quality Assessment Fee process management Value-Based Purchasing Incentives Hospital Working Advance fund distributions and Negative Credit Balance reconciliations for Maryland providers including hospitals nursing homes and Managed Care Organizations (MCOs). The position also oversees accounts receivable and payment functions and is responsible for monitoring the receipt and disbursement of funds to ensure compliance with applicable laws regulations policies and addition the position works closely with internal and external auditors coordinates responses to audit inquiries and supports efforts to ensure the accuracy integrity and compliance of the Departments financial operations.
MINIMUM QUALIFICATIONS
Qualified candidates must possess a bachelors degree in Accounting from an accredited college or university or a bachelors degree with 30 credit hours in Accounting and related courses including or supplemented by three credit hours in addition six years of experience examining analyzing and interpreting accounting systems records and reports by applying generally accepted accounting principles (GAAP) with three years of advanced duties in the area of cost accounting systems accounting or federal fund accounting and including three years at a supervisory or management level.

Applicants who have met the requirements for admission to the CPA examination prior to July 1 1974 will be considered to have met the educational requirement referenced above. Possession of a certificate as a Certified Public Accountant or a masters degree in accounting from an accredited college or university may be substituted for one year of the required experience. Applicants may substitute one year of professional auditing experience for one year of the non-supervisory/management experience.
DESIRED OR PREFERRED QUALIFICATIONS
Desired candidates should possess experience in the following:
  • Developing and implementing internal controls fiscal policies and process improvements and/or accounts receivable and payment processing
  • Supervising mentoring and/or developing professional accounting staff
  • Overseeing or managing audits including coordinating with internal and external auditors and responding to audit findings
  • Actuarial Science
