Job Summary

Description

Performs professional-level accounting and financial administration for the Citys capital improvement program with significant responsibility for Water and Sewer infrastructure projects. Under the direction of the Finance Director this position provides financial oversight throughout the lifecycle of capital projects including project setup budget and funding reconciliation construction payment review grant and bond-funded expenditure tracking financial reporting construction-in-progress accounting and project closeout.
The Capital Projects Accountant serves as the Finance Departments primary day-to-day financial resource for capital projects and works closely with Engineering Public Works Utilities Purchasing & Procurement project managers consultants contractors and other City departments to ensure capital activity is accurately recorded properly supported and consistent with approved budgets and applicable funding requirements.

Examples of Duties

Capital Project Accounting & Financial Management

  • Maintains financial records for City capital projects from project setup through completion and closeout with significant responsibility for Water and Sewer capital projects.
  • Monitors and reconciles project budgets expenditures encumbrances contracts funding sources and available balances to the general ledger.
  • Maintains construction-in-progress records and assists with capitalization and financial closeout of completed projects.
Budget & Capital Improvement Program
  • Assists with capital project budget amendments transfers expenditure projections and development and monitoring of the Citys Capital Improvement Program.
  • Identifies budget variances funding concerns accounting discrepancies and other financial issues and communicates them to the appropriate party.
Invoices Contracts & Construction Payments
  • Reviews capital project invoices and construction pay applications for appropriate authorization funding coding contract balances change orders and retainage.
Capital Project Funding & Grants
  • Tracks and reconciles capital projects funded through bonds grants utility revenues restricted funds developer contributions and other funding sources.
  • Prepares and maintains project financial reports and schedules to support grant reimbursement requirements.
Financial Reporting Audit & Compliance
  • Prepares and maintains project financial reports and schedules to support management budgeting financial reporting grant reimbursement and audit requirements.
  • Assists with maintaining effective internal controls and compliance with applicable accounting standards City policies funding requirements and Finance Department procedures.
Coordination & Communication
  • Coordinates with Engineering Public Works Utilities Purchasing & Procurement project managers consultants contractors and other departments regarding the financial administration of capital projects.
  • Communicates budget variances funding concerns accounting discrepancies and other financial issues to the appropriate party.
Perform other related duties as assigned.
Typical Qualifications

Minimum Qualifications:

  • Bachelors degree from an accredited college or university in Accounting Finance Business Administration or a closely related field; and
  • Three to Four (3-4) years of progressively responsible professional accounting financial analysis project accounting or related experience; or
  • An equivalent combination of education training and experience that provides the required knowledge skills and abilities.
Preferred qualifications:
  • Bachelors degree in accounting.
  • Experience in governmental or fund accounting.
  • Experience with municipal capital projects construction accounting utility accounting or project accounting.
  • Experience with grant-funded or debt-funded capital projects.
  • Experience with construction contracts pay applications retainage and change orders.
  • Experience with governmental ERP and financial management systems.
  • Certified Municipal Finance Officer (CMFO) Certified Government Financial Manager (CGFM) Certified Public Finance Officer (CPFO) or other relevant professional certification.
Knowledge Skills & Abilities for Successful Job Performance:
  • Knowledge of generally accepted accounting principles and practices.
  • Knowledge of governmental and fund accounting principles.
  • Knowledge of capital projects and capital asset accounting practices.
  • Ability to understand and account for multiple project funding sources including debt proceeds grants restricted revenues and enterprise fund resources.
  • Ability to read and interpret financial provisions of contracts construction pay applications change orders grant agreements and related documents.
  • Strong reconciliation analytical and problem-solving skills.
  • Ability to identify financial discrepancies and research complex transactions.
  • Ability to maintain accurate financial records involving multiple projects and funding sources simultaneously.
  • Ability to prepare clear and accurate financial reports and schedules.
  • Advanced proficiency with Microsoft Excel and the ability to effectively utilize financial and ERP systems.
  • Ability to establish and maintain effective working relationships with employees management auditors contractors consultants and other stakeholders.
  • Ability to communicate financial information effectively to individuals with varying levels of accounting knowledge.
  • Ability to organize and prioritize multiple projects responsibilities and deadlines.
  • Ability to exercise sound professional judgment and maintain confidentiality of financial information.
Additional Requirements:
  • Valid drivers license.
  • Successful completion of a background investigation.
Physical Requirements:
  • Work is performed primarily in a standard office environment.
  • Requires prolonged periods of sitting standing walking and computer use.
  • Occasionally lifts and carries files or office materials weighing up to 10 pounds.
  • Requires the ability to communicate effectively in person by telephone and electronically.
Working Conditions
Work is primarily performed in a standard office environment and requires regular use of computers and other office equipment. The position may occasionally attend meetings or visit project locations to obtain information or coordinate with City staff.
