The Arizona Department of Administration (ADOA) General Services Division (GSD) is seeking a dedicated Business Manager to oversee and direct day-to-day administrative business and financial this critical role the Business Manager leads essential division activities encompassing budget monitoring contract and inventory management asset tracking workforce planning and interdepartmental communications across accounting human resources procurement and project management teams. Serving as a primary point of contact for external stakeholders and vendors the Business Manager manages special events on the Capitol Mallincluding high-profile state functions like the Governors Inaugurationensuring proper permitting insurance and setup coordination.
Equipped with procurement authority under the Arizona State Procurement Code the Business Manager manages purchase requisitions via the Arizona Procurement Portal reconciles purchasing card activity consults on division fleet and provides comprehensive financial oversight. Responsibilities include managing AZ360 FIN setup for Capital Appropriations and Building Renewal funds coordinating cost allocations handling inter-agency service agreements and maintaining accurate financial tracking to guide division leadership executive inquiry and legislative decision-making. Additionally the position fulfills key administrative duties such as drafting and submitting Arizona Administrative Code rule changes supporting board operations and coordinating facility space planning IT work orders and division billing.
| Job Duties: |
Financial Management & Budget Oversight:
- Track and forecast revenues encumbrances expenditures and budget capacity for GSD operations and projects in collaboration with central budget staff division leaders and project stakeholders.
- Prepare and reconcile financial reports and projections with central budget and accounting teams.
- Establish monitor and reconcile Building Renewal Capital Outlay and ISA program allocations in AZ360 FIN including setting up appropriate chart-of-accounts elements for each project.
Procurement & Financial Transactions:
- Process track and approve purchase requisitions purchasing card (p-card) transactions payables and receipts.
- Serve as the primary division point of contact for troubleshooting and interpreting AZ360 FIN and Arizona Procurement Portal (APP) transactions.
- Support division billing and collection efforts for services manage inter-agency service agreements (ISAs) approve interdepartmental transfers track cash flow and authorize expenditures.
Business Operations & Fleet Services:
- Coordinate business operations to support division programs and project implementations including tracking workforce needs travel inventory vendor agreements and equipment/software life cycles.
- Offer guidance regarding GSD Fleet operations evaluate state vehicle acquisitions alongside ADOT and monitor division assets to verify adherence to yearly maintenance and emissions requirements.
Special Events Management:
- Oversee the Special Events unit managing the full lifecycle of complex special events in the Capitol areaincluding application processing insurance verification payment collection inter-entity coordination use of state property and solicitations.
- Manage on-site and off-site event setup for the Governors Office including high-visibility events such as the Governors Inauguration State Christmas Tree Lighting and other major state functions.
Human Resources & Workforce Administration:
- Manage full-time equivalent (FTE) tracking and position control for the division.
- Coordinate recruitment efforts between GSD and ADOA HR facilitate employee onboarding and offboarding monitor personnel matters and oversee general HR administrative support functions.
- Rules Compliance & Governance Support:
- Draft interpret and submit updates to the Arizona Administrative Code for GSD including preparing and submitting 5-year rule reviews to the Governors Regulatory Review Council (GRRC).
- Serve as administrative backup for the Water Quality Appeals Board Clerk and the Lease Cost Review Board.

Knowledge of:
- The statutes policies and procedures established for ADOA.
- The principles concepts and methods of governmental accounting and budgeting.
- The State Procurement Code.
- The principles and practices of administration.
- The principles and practices of management and supervision.
- Knowledge of Construction and Facility best practices.
Skills in:
- Navigation of the Arizona Procurement Portal (APP) system.
- Navigation of the AZ360 FIN system.
- Analysis and interpretation of financial data.
- Use of Google Suite Word Excel.
- Interpersonal communication.
- Navigation/use of MaxPanda Quickbase and Procore Software.
Ability to:
- Effectively analyze interpret and report on data in various formats.
- Effectively communicate by oral and written methods.
- Work in a team environment and/or independently as required.
- Multi-task and adapt to changing priorities.
