Job Summary

Position Description

We are seeking a collaborative and solution-oriented leader for the role ofBudget & Capital Systems (BACS) Supervisor.

The BACS Supervisor (Strategic Advisor 2) provides critical systems support in the Accounting and Budgeting Services Division within the Finance and Administrative Service Department (FAS) reporting to the Deputy Division this role you will plan manage and maintain two systems; the departments financial planning and modeling system and the future capital project delivery system.


This position will partner with business stakeholders to analyze optimize and enhance existing application functions and will use their knowledge of UX (user experience) concepts to enhance user experience. The position will lead a small team that will work closely with stakeholders Seattle IT and software vendors to facilitate the delivery and development of application functionalities in a timely manner and within the scope agreed upon. This includes keeping up with technological advancements to proactively analyze and advocate for enhancements and new features lead the intake and prioritization of product defects and enhancement requests resolve technical issues and oversees day to day administration.


You and the team will serve as system administrators while also developing monthly reports and dashboards to support stakeholders including financial analysts capital delivery leadership. FAS is often the publics first interaction with the City of Seattle operating as a customer-focused front door that assists with everything from paying utilities or reporting a pothole to requesting public information or even adopting a new pet.


The 500-plus employees of FAS span across 10 divisions and work behind-the-scenes providing critical functions like managing 120 City facilitiesincluding police and fire stationsoverseeing the Citys neighborhood customer service centers and Customer Service Bureau and making sure minority-owned businesses can equitably compete for City contracts. Job Responsibilities

Three key responsibilities and expectations of this position include:

System Administration. Plan manage and maintain systems for financial planning and capital portfolio financial management. Oversee the development and production of monthly reports in various formats including Excel and PowerBI. Perform reconciliation and system troubleshooting to identify issues and resolve system failures risks and errors. Proactively identify and recommend enhancements or new features to clients.


Supervision.Supervise the work of staff assigned to system design analysis and maintenance.


Build and maintain strong relations between finance and capital project staff. Be the primary liaison between capital development and finance staff as it relates to both systems administration. Develop a clear understanding of the information needs of project managers finance and FAS leadership. Identify ways to meet these needs and communicate the information effectively.

Qualifications

Minimum Qualifications:

  • Bachelors degree in Computer Science Information Technology Business Administration Public Administration Finance Accounting or related field; and
  • Five (5) years of professional experience in systems administration/development project delivery financial analysis or budget management demonstrating progressively increased responsibility in these areas; Including
  • At least two (2) years of experience in a management or lead capacity in the systems administration/development project delivery finance and/or budgeting fields.


Combinations of appropriate education training certification and experience will be evaluated on an individual basis for comparability to the minimum education and experience requirements.


The most successful candidates willpossess the following:

  • Proven success with developing and operating large complex data systems. Skill in analyzing data identifying potential issues and developing solutions.
  • Demonstrated ability to work with intradepartmental teams and effectively deliver technical information and strategic advice to leaders and colleagues.
  • Ability to provide high quality customer service.
  • Experience in government in general finance and capital projects in particular.
  • Experience with large-scale financial management and accounting software (i.e. PeopleSoft).
  • Proficient use of MS Windows-based software including MS Office Suite (Outlook Word Excel PowerPoint PowerBI etc.) Internet and Adobe Acrobat.
  • Familiarity with Software Development Life Cycle (SDLC) methodologies and templates.
  • UI/UX design experience.
  • Experience supervising and providing leadership.
  • Experience working with software vendors and cloud-based systems.
  • Work with cross functional teams to plan schedule track releases and timing of deployment of functionalities leads/drives the resolution of system enhancements changes and defects.


Work Environment
This position requires a minimum of three days per week of onsite work. Alternative Work Arrangements and hybrid telework schedules for work conducted in a normal office environment may be considered and will be based on operational needs and consistency with City policies.

Additional Information

This position is classified as a Strategic Advisor 2 P&FM. The full salary range for this job classification is $56.57 - $84.88 per hour. This position is FLSA exempt (not eligible for overtime) and is Civil Service represented/Civil Service. Pay will be dependent on qualifications but is expected to start in the mid-range.
