Job Summary
This position is part of the Department of War (DoW) Missile Defense Agency (MDA). The incumbent will be responsible for the alignment and traceability of program requirements budget exhibits and agency financial execution structure.
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
As a Budget Analyst at the NHbroadband level some of your typical work assignments may include:
- Ensures the strategic alignment and end-to-end traceability of program requirements formal budget exhibits and complex agency financial execution structures to guarantee audit readiness and regulatory compliance.
- Maintains Establishes robust defensible audit trails and orchestrates the seamless reallocation of funding within the agencys financial structure using standardized compliant processes.
- Collaborates closely with technical and acquisition leads to secure formal approvals for complex acquisition and execution strategies governing critical funding documents.
- Formulates and manages comprehensive spend plans and financial allocations ensuring the successful execution of program work scopes within established fiscal guidelines.
- Generates detailed financial reports and conducts advanced assessments of execution status tracking trends diagnosing root causes and implementing decisive corrective actions.

- Incumbent must obtain/maintain Non-Critical Sensitive/Secret security clearance.

- This is an acquisition position coded Practitioner in Business Financial Management. Incumbent must obtain Back to Basics (B2B) certification within 60 months of entry into the position.
- Incumbent must acquire 80 Continuous Learning Points every 24 months.
You may qualify at the NH-03 Broadband Level if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-02/GS11 grade level in the Federal service as listed below and must meet 2 of the 3 specialized experience listed below to be qualified:
- Applying the DoW Planning Programming Budgeting and Execution (PPBE) fiscal law policies regulations principles standards and procedures to financial management activities.
- Experience in financial management execution (Spend Plans Funding Documents Multiple Appropriations and trends).
- Identifying analyzing and resolving financial management issues by determining alternate solutions to problems and recommending solutions to leadership.
Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community student social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.
Substitution of education may not be used in lieu of specialized experience for this grade level.

For the Schriever AFB CO Location: $91870 to $142022 (Includes locality of 20.15% locality unless statutory/regulatory rates prevail)
For the Redstone Arsenal AL Location: $93216 to $144102 (Includes locality of 21.91% locality unless statutory/regulatory rates prevail)
For the Fort Belvoir VA and/or Dahlgren Location: $102415 to $158322 (Includes locality of 33.94% locality unless statutory/regulatory rates prevail)
ACQUISITION POSITION: This position requires Acquisition Workforce Level Practitioner in Business and Financial Management Certification prior to hiring is not essential but must be accomplished within 60 months after entry into this position.
- DAWIA (Back to Basics) Certification: NON-CAP: Position requires DoD Acquisition Business and Financial Management Practitioner certification. This position is subject to an initial drug screening and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e. start date). The selectees inability successfully pass; or refusal to conduct the test may result in: 1) the tentative or FJO being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment.
