THIS IS A ND NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
Military membership is NOT required.

This ND National Guard position is for a BUDGET ANALYST Position Description Number Tand is part of the ND G4 National Guard.


Duties

The purpose of this position is to perform analytical technical and administrative duties of budget formulation and justification presentation and execution.

  • Serves as the primary analyst regarding logistics resource management.
  • Executes budget.
  • Exercises technical authority and control in approving or disapproving funding requests based on fiscal law regulation or policy.
  • Continually analyzes and evaluates unexpected changes and gaps in program plans and funding.
  • Performs program analysis of actual expenditures compared to planned utilization of annual budget and/or allotment authority evaluates fund availability to achieve balance of approved objectives and determines where reprogramming actions may be necessary.
  • Provides financial advice interpretation and guidance on a variety of budget related matters to include types of funding available budgetary changes and year-end closeout procedures.
  • Presents effective analyses of financial management information regarding the expenditure of appropriated funds utilizing a network of multi-level federal operating systems.
  • Serves as a technical authority and expert on matters of OPTEMPO and logistics funding issues for the Directorate.

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Incumbent will be required to complete training in fiscal disciplines; Fiscal Law Resource Management Information Course (RMIC) Contracting Officer Representative (COR) Automated Fund Control Order System (AFCOS).
  • Irregular and/or compensatory hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • May be required to travel by car in military and/or commercial aircraft and by other means of transportation as appropriate to perform temporary duty assignments.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for or in response to a state emergency or disaster declaration. TAG requests to exceed 14 days in a calendar year must be pre-approved by the NGB-J1.

SPECIALIZED EXPERIENCE: Applicants must possess at least one year of specialized experience at the GS 09 grade level whichincludes: 1) Preparing preliminary budget estimates and reviewing justifications for program support activities; 2) Compiling and presenting financial data into work sheets budget schedules and other supplemental reports needed for budget and funding reviews; 3) Utilizing automated financial management system to input financial data and extract reports containing budgetary information.

OR

EDUCATION:
Ph.D. or equivalent doctoral degree; OR
3 full years of progressively higher level graduate education leading to such a degree; OR
LL.M. if related
