Job Summary
The primary purpose of this position is to serve as a primary environmental program manager with project management execution and operations responsibility in assigned project(s) within an environmental program element. This is a developmental position with known promotion potential to the target position of 8G9GLxx Interdisciplinary Environmental Position.

- Provides extensive environmental expertise to manage assigned environmental projects or programs through application of professional knowledge and skill in the environmental program management series practices processes and techniques.
- Responsible for executing assigned projects or program element(s) in-house and by contract to comply with all applicable Federal state and local environmental laws and policies.
- Provides advisory services on specific problems projects programs and functions in assigned program area.
- Complies with health safety and environmental rules and procedures and performs work that enhances the safety of the work environment.

- Depending on the type of position (competitive/excepted) you are selected for you will be required to serve a 1-year probationary period OR 2-year trial period.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

- May be required to serve as a member of the Emergency Response Force during exercises or in the event of an actual emergency; may be required to obtain job-related certifications.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. (Continued)
- Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force national security and public safety.
- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and through full resumption of all functions IAW DoDI 302042 Defense Continuity Programs.
- This position requires a pre-employment physical/medical examination. Work may require lifting or moving drums containers booms and other spill response or emergency response activity. (Continued)
- Lifting of 50lb bags or other bulky equipment such as dikes berms and booms in wet or slick areas maybe required for emergency response or emergency response drills.
- Forestry and conservation hands-on work may be required. Training will require independent study video and satellite courses.
- Sampling of soil water air and materials may be required. Contact with public and Native American tribes may be required to include briefings public meetings and communications of all sorts.
- This position is designated a NON-CRITICAL APDP position. Category: Facilities Engineering (FE) GS-13 and below: Level II; GS-14/15 Level III. This position has been designated as an acquisition position (Continued)
- and is covered by the Acquisition Professional Development Program (APDP). The employee must meet or be capable of meeting Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements applicable to the (Continued)
- career category designated on the position description within 24 months of assignment. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months
- This position requires a background investigation to verify suitability for employment.
KNOWLEDGE SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and/or competencies in the following areas:
GS-11/12: KNOWLEDGE SKILLS AND ABILITIES (KSAs)
1. Knowledge of professional environmental principles practices techniques and procedures to effectively perform project development execution training and advisory services in assigned projects or program(s).
2. Knowledge to troubleshoot environmental problems requiring investigation of unsanitary or questionable conditions in assigned projects or program(s).
3. Knowledge of applicable Federal State and local laws regulations integration principles and practices and other guidance to make decisions and recommendations concerning assigned restoration compliance conservation pollution prevention and/or integration principles and practices; and health safety and security practices.
4. Skill to integrate an interdisciplinary team of professionals to include attorneys public health specialists public affairs specialists biological scientists environmental engineers physical scientists general engineers community planners regulators other governmental officials and community groups.
5. Ability to communicate effectively both orally and in writing clearly concisely and with technical accuracy and establish effective working relationships with others.
