This position is mainly virtual but requires the flexibility of the incumbent to come into the office in Olympia infrequently or as business needs arise.
The ideal candidate for the Benefits Administrator (HRC2) position is a detail-oriented Human Resources professional with deep expertise in employee benefits administration and compliance.
This position will join our Payroll Team. The candidate will bring a strong foundation in benefits administration compliance human resource policies enabling them to provide expert guidance and counsel to managers supervisors and employees. With a commitment to equity integrity and confidentiality they administer health benefit actions and shared leave donations for eligible employees in accordance with the Collective Bargaining Agreement (CBA) and Washington Administrative Code (WAC).
This candidate excels in managing benefits transactions and data within systems such as HRMS and Benefits 24/7. They are proactive adaptable and collaborative and should be comfortable in providing training and consultation on HR programs benefits eligibility and compliance processes.
- Duties
As the Benefits Administrator you will serve as the agencys designated Subject Matter Expert (SME) for health including medical dental life Long Term Disability (LTD) Health Savings Accounts (HSA) Flexible Spending Accounts (FSA) and Dependent Care Assistance Program (DCAP).
Some of your daily tasks include but not limited to:
- Interprets evaluates and resolves problems pertaining to the application of the Collective Bargaining Agreement (CBA) the Washington Administrative Code (WAC) Revised Code of Washington (RCW) Office of Financial Management (OFM) Health Care Authority (HCA) Affordable Care Act (ACA) and agency policy and procedures.
- Respond to and research inquiries from employees other agency benefits coordinators HCA and OFM regarding benefits insurance shared leave Medicare eligibility LTD claims PFML or FMLA.
- Independently consult with managers supervisors and employees on Shared Leave FMLA and PFML processes and procedures regarding insurance eligibility and how to complete mandatory ACA Worksheets.
- Present training sessions related to specific HR programs.
- Research review prepare access and enter data into the Human Resource Management System (HRMS) and Benefits 24/7 insurance system.
- Assist in developing revision and implementation of HR policies and procedures.
- Verify and approve documents for dependent eligibility on behalf of the HCA.
- Send documents related to benefits to the Imaging Unit to be filed into the employees Payroll file.

Qualifying candidates will meet one of the following criteria options:
Option 1:
- Five (5) years of professional human resource experience.
Option 2:
- Associate degree with focus on business human resources social or organizational behavioral sciences or related field AND
- Three (3) years of professional human resource experience.
Option 3:
- A Bachelors degree with focus on business human resources social or organizational behavioral sciences or related field AND
Option 4:- One (1) year of professional human resource experience.
- Equivalent education/experience totaling five (5) years.
Required experience includes:
- Data Management Skills:Proficiency in handling HR data systems and records.
- Reporting Expertise:Ability to prepare detailed business analyses and reports.
- Conflict Resolution Skills:Ability to address workplace grievances and complaints.
- Policy Knowledge:Understanding of HR policies and procedures for resolving issues.
- Onboarding Skills:Ability to facilitate effective employee integration.
- Communication Skills:Proficiency in presenting essential HR information.
Preferred/Desired Qualifications:
- Professional HR experience involving benefits administration leave management or HR compliance.
- Demonstrated experience interpreting and applying state and federal laws including Washington Administrative Code Revised Code Washington Affordable Care Act Family Medical Leave Act Paid Family Medical Leave and collective bargaining agreements.
- Experience administering or coordinating employee benefits programs including medical dental life Long Term Disability Heath Savings Account Flexible Spending Account and Dependent Care Assistance Program.
- Experience processing HR transactions in systems such as HRMS Benefits 24/7 or similar HRIS platforms.
- Experience researching complex HR issues and providing guidance to employees managers and external stakeholders.
