Job Summary

Summary

This position is located at Departmental OfficesTerrorism and Financial Intelligence - Office of Foreign Assets Control. As an Assistant Director you will review evidentiary materials to ensure they meet the highest standards of integrity quality and content; manage employees assigned to foreign and domestic locations; develop employees skills and abilities for advancement; and foster a safe diverse and accepting culture that promotes competence integrity and accountability.

Duties

As an Assistant Director you will:

  • Organize and manage investigations and functions related to the removal petitions process initiated by foreign persons who are listed on OFACs Specially Designated Nationals List or other lists.
  • Coordinate investigative activities with other components within Treasurys Office of Terrorism and Financial Intelligence (TFI) as well as the U.S. interagency the National Security Council and foreign partners.
  • Develop OFAC and interagency regulatory and legislative proposals and formulate program guidance and instructions for and outreach to other government agencies and the public.

    • Must be U.S. Citizen or U.S. National.
    • As a condition of employment for accepting this position you will be serving in a position in Schedule Policy/Career of the excepted service. You will obtain competitive status after two years of service in this position. Your employment in this position will be at-will. Merit Systems Protection Board (MSPB) appeals of adverse actions concerning performance discipline and other matters arising under chapters 23 43 and 75 of title 5 United States Code will not be available to an individual serving in this position. Prohibitions on prohibited personnel practices will be enforced by Treasury and not the Office of Special Counsel.
    • Must successfully complete a background investigation.
    • All new hires will be required to comply with federal ethics laws. A review of financial or other interests may be conducted to determine if they create any real or apparent conflict of interests with official Treasury duties.
    • Complete a Declaration for Federal Employment to determine your suitability for Federal employment at the time requested by the agency.
    • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
    • If you are a male applicant born after December 31 1959 certify that you have registered with the Selective Service System or are exempt from having to do so.

    Qualifications

    You must meet the following requirements within 30 days of the closing date of this announcement.

    Specialized experience for the GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes ALL of the following:
    - Preparing or reviewing evidentiaries and petition requests and related documentation such as those that meet legal sufficiency to support the imposition and removal of sanctions; AND
    - Preparing or reviewing sanctions investigations or contributing to the related documentation; AND
    - Working with senior managers such as the U.S. diplomatic law enforcement or intelligence communities; AND
    - Conducting evaluations examinations or other fact finding studies to obtain or verify information (e.g. research of administrative program or legal issues and application to facts); AND
    - Planning developing administering and managing a staff through subordinate managers.

    The experience may have been gained in either the public private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.     TIME-IN-GRADE: In addition to the above requirements you must meet the following time-in-grade requirement if applicable: For the GS-15 you must have been at the GS-14 level for 52 weeks.
