Job Summary
The Department of Health Behavior is one of seven departments in the Gillings School of Global Public Health at the University of North Carolina. Founded in 1943 the Department develops and disseminates knowledge and interventions that promotes the health of individuals and communities. The Departments 28 faculty members have backgrounds in behavioral science health education international health social and cognitive psychology medicine medical sociology and communications and are united by their commitment to the disciplines of public health together with the social and behavioral sciences. The department also includes 10 permanent staff members and offers two degree programs (an MPH and PhD) that houses approximately 200 graduate addition the department houses a post-doctoral training grant funded through the National Institutes of Health. The total budget for the department is in excess of $10 million dollars. Over 47% of its annual revenue is from research 25% state funding 9.9% F&A funds and the remaining 16.9% is a mix from restricted and unrestricted trusts fees and foundation funds. The Assistant Chair for Administration is responsible for managing the departments overall budget planning and reporting on financial issues. The position is responsible for ensuring compliance with relevant external and University policies related to business practices research practices and human resources. The position is responsible for oversight of departmental administrative staff and services including IT and space management. The position reports to the department Chair but serves the needs of department faculty in support of their research academic and service missions.
Required Qualifications Competencies And Experience
The individual must have excellent written and oral communication skills strong interpersonal skills leadership qualities flexibility and a problem-solving attitude. At least three years experience processing and administering grants and contracts particularly from National Institutes of Health is desired. Experience interfacing with students around research and training grants is desired. Experience with PeopleSoft systems is desired.

Extensive management background in a large organization; solid demonstrated leadership capability; superior financial management and analytical skills; comprehensive knowledge and understanding of academic research administration and outstanding effective written and verbal communication skills with a range of internal and external stakeholders. Skills and knowledge include: capability to lead a team and produce results; proficiency in setting organizational priorities and goals for the business office; interpersonal skills to be used in working relationships with a range of internal and external stakeholders; strong focus on customer service and experience with continuous improvement; experience in short-and long-term planning; working knowledge of Federal State and University regulatory requirements governing grants; demonstrated proficiency in pre- and post-awarded processes; strong financial skills with a variety of fund types including state F&A trust and grants; adaptive and effective utilization of information systems; ability to handle sensitive situations with discretion; and experience with effective management and supervision of staff.
