THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for an AIRCRAFT LOADMASTER (INSTRUCTOR) (OPEN UNTIL FILLED) Position Description Number PDDand PDD2309000and is part of the WY 153rd Operations Group Wyoming Air National Guard.

This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required

Duties

This Loadmaster position is assigned to the 153d Operations Group of the 153d Airlift Wing operating C-130 aircraft.

GS-8: The primary purpose of this position is to perform aircrew duties as loadmaster and to perform related staff support duties. This is a developmental position to the full performance position of Loadmaster (Instructor) GS.

GS-9: The primary purpose of this position is to administer schedule and conduct flight and ground training which develops upgrades and evaluates the skills of loadmaster aircrew members; performs aircrew duties as an instructor loadmaster in the C-130 aircraft and performs related staff support duties; to train crewmembers in these duties.

    KEY REQUIREMENTS:
    Open to current active-duty Air Force Air Force Reserves and other states Air National Guard members.
    Must become a military member of the Wyoming Air Natl Guard before appt.
    May be required to successfully complete a two-year trial period.
    Federal employment suitability is determined by a background investigation.
    Recruitment/Relocation Incentive MAY BE authorized if eligible. Subject to funding and TAG approval.
    PCS costs are not authorized. Must be willing to relocate at own expense if selected.

    EMPLOYMENT CONDITIONS:
    Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
    Military Technicians are ineligible for military enlistment retention and student loan repayment bonuses.

    Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP) and TRICARE Reserve Select (TRS).

    CONDITIONS OF EMPLOYMENT:
    1. Must attain and maintain mission-ready status at the appropriate crew qualification level in the units assigned aircraft. Periodically as prescribed by regulations must take and pass written and in-flight standardization evaluation examinations to include random no notice evaluations.
    2. The incumbent is exposed to physiological hazards of flight plus physical and psychological demands of routine lengthy missions (up to 24 hours duration) must work in confined hazardous noise areas is subject to inclement weather during ground operations and dangerous environmental conditions during flight and may operate in austere location.
    3. May be required to travel in military and commercial aircraft to perform temporary duty assignments.
    4. Required to maintain proficiency in the use of firearms. As prescribed by regulation may be required to carry and use a concealed weapon while performing aircrew related duties.

    5. GS-9 candidates must be instructor qualified maintaining proficiency in the Principles of Instruction.
    6. GS-9 incumbents will be required to maintain flight examiner qualification. Periodically as prescribed by regulations must take and pass written and in-flight standardization/ evaluation examinations to include random no-notice evaluations.

    Qualifications

    AREAS OF CONSIDERATION:
    The consideration of qualified eligible candidates will be as follows:

    Area 1: All permanent and indefinite Wyoming National Guard (NG) WY ANG employees assigned to the 153 OG.
    Area 2: All permanent and indefinite Wyoming Air National Guard (ANG) T32 Dual Status technicians employed within the Wyoming Air National Guard.
    Area 4: All current military members of the Wyoming Air National Guard.
    Area 6: Current military service members to include the US Air Force Air Force Reserves and other states Air National Guard units. Must be willing/eligible to join the Wyoming Air National Guard as a military member prior to appointment to position.

    DESCRIPTION OF WORK:
    Loadmasters plan and direct the loading distribution arid securing of cargo in aircraft. Loadmaster instructors perform the above duties and conduct classroom and flight training in aircraft loading.

    MINIMUM EXPERIENCE REQUIREMENTS:
    Must possess experience in functions such as preparing aircraft loading plans loading and offloading aircraft operating loading equipment and ensuring security of cargo in flight.

    SPECIALIZED EXPERIENCE:
    GS-8: Must possess experience education or training performing weight and balance computations cargo loading planning and security directing cargo or personnel loading and off-loading operations. Knowledge of rules for hazardous cargo transport. Experience performing aircraft inspections to determine aircraft airworthiness.

    GS-9: Must be instructor qualified and possess experience regarding capacities and limits of the various stations and compartments of the aircraft; aircraft cargo safety; aircraft flight manuals; and training personnel in the build-up loading and rigging of the different aircraft cargo combinations to include airdrop of equipment and supplies.

    NOTE: Minimum and Specialized Experience Requirements will be used to determine qualifications for the announced position. Applicants must provide from MM/YYYY - MM/YYYY (e.g. 02/2015 - 03/2017 or Feb 2017 - Mar - 2017) dates and hours worked per week with description of your specialized experience on the resume.

    MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

    COMPATIBLE MILITARY ASSIGNMENTS:
    Must possess AFSC 1A152N or 1A172N Mobility Force Aviator (or able to obtain 1A172N within one year of appointment to position)

    DRIVERS LICENSE:
    Must possess a valid states drivers license.
