Duties

The Air Force Materiel Command (AFMC) Air Force Installation and Mission Support Center (AFIMSC) Detachment 2 in Joint Base Pearl Harbor-Hickam HI is searching for well-qualified candidates to fill a Program Manager position within the Civil Engineer Division Requirements Branch. The primary purpose of this position is: To serve as a senior civil engineer program manager in support of Air Force Pacific Air Forces (PACAF). Position supports MAJCOM Strategic and Non-Strategic CE basing and beddown and associated Site Activation Task Forces (SATAFs) and/or operations processes. Performs facilities engineering program management for segments of a variety of Civil Engineering (CE) programs and funding sources for US and host nations to include Military Construction Program (MILCON); and Facilities Sustainment Restoration and Modernization Demolition (FSRM).

  • DUTY 1: Position supports MAJCOM Strategic and Non-Strategic CE basing and beddown and associated Site Activation Task Forces (SATAFs) and/or operations processes.
  • DUTY 2: Performs facilities engineering program management for segments of a variety of Civil Engineering (CE) programs and funding sources for US and host nations to include Military Construction Program (MILCON); and Facilities Sustainment Restoration and Modernization Demolition (FSRM).
  • DUTY 3: Executes projects for substantial new construction renovations and improvements for real property facilities encompassing highly specialized or unique requirements in accordance with all DoD Air Force international agreements and applicable host nation
    laws and regulations.
  • DUTY 4: Collaborates with engineers scientists and other expert personnel at federal agencies higher headquarters (HQ USAF AF MAJCOMs and FOAs) installation organizations host nation agencies other military services and private organizations to ensure effective identification evaluation and provide a unique solution to complex engineering project management issues.
  • DUTY 5: Provides technical expertise to activities staff installations and other organizations in order to resolve difficult/unusual facilities planning design construction and/or maintenance problems/issues.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Group Coverage Qualification Standard for Professional and Scientific Positions for this series in conjunction with the Individual Occupational Requirements described below.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Basic Requirement for 0020 Community Planning Series (You must provide a copy of your transcripts): A Bachelors degree (or higher degree) in community planning; or related field such as urban affairs architecture landscape architecture engineering sociology geography economics political science or public administration that included at least 12 semester hours in the planning process socioeconomic and physical elements of planning urban and regional economic analysis and development finance. NOTE: You must submit a copy of official transcripts.
OR
Combination of Education and Experience: Courses equivalent to a major in one of the disciplines as shown above or a combination of related courses totaling at least 24 semester hours in any combination of the disciplines as shown above of which at least 12 semester hours were in the planning process and socioeconomic and physical elements of planning plus appropriate experience or additional education. NOTE: You must submit a copy of official transcripts.

Basic Requirements for 0808 Architecture Series (You must provide a copy of your transcripts): A Degree in architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design and (2) 6 semester hours were in each of the following: structural technology properties of materials and methods of construction and environmental control systems.
OR
Combination of education and experience -- college-level education training and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture and (2) a good understanding both theoretical and practical of the architectural principles methods and techniques and their applications to the design and construction or improvement of buildings.

Basic Requirement for 0801/0810/0830/0850 All Professional Engineering Positions (You must provide a copy of your transcripts): A Bachelors degree (or higher degree) in Engineering. To be acceptable the program must: (1) lead to a bachelors degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics such as optics heat transfer soil mechanics or electronics.
OR
Combination of Education and Experience: College-level education training and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering and (2) a good understanding both theoretical and practical of the engineering sciences and techniques and their applications to one of the branches of engineering.

In addition to meeting the basic requirement above to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02 equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience includes expertise in project management contract administration engineering/architectural design and construction organization regulations budget/resource management communication and problem-solving to effectively execute and oversee complex real property projects. NOTE: Due to the use of 120-day rosters this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and/or competencies in the following areas:
