The primary purpose of this position is to provide daily leadership and management of the 3500-acre Jacks Valley Training Complex (JVTC) which supports the warfighter readiness training of 4000 cadets annually.
- Manage Daily Operations of the JVTC. Manages the daily operations of the USAF Academys 3500-acre JVTC supporting the training of 4000 cadets annually.
- Facility Management. Manages all aspects of facility maintenance repair and upgrades for the JVTC. Coordinates with 10 ABW Civil Engineering (CE) and contractors to ensure all training facilities equipment and real property remain safe and operational at all times.
- Conducts Training Courses. Identifies schedules and conducts training courses at the JVTC ensuring that all training sites are prepared equipment is operational and supplies are available.
- Develops Education and Training Materials and Testing Procedures. Develops and maintains a comprehensive collection of training materials for the JVTC including written guides visual aids multimedia resources and other curriculum materials.

- Incumbent must have experience operating large vehicles and heavy equipment including (5K/10K lb. forklifts stakebed andDump trucks etc.)
- Incumbent must have experience performing preventative vehicle and equipment maintenance including oil changes tire changes and balancing battery replacement etc.
- Incumbent may be required to stand for several hours at a time while working/instructing in a classroom/field environment
- Work may occasionally require travel away from the duty station on military or commercial aircraft.
- Incumbent must be able to obtain a Commercial Drivers License (CDL).
- Incumbent may be subject to work other than regular duty hours.
- Incumbent must have no fear of heights.
- Incumbent must be familiar with the operation of general hand tools (drills saws wrenches etc.)
Continued Conditions of Employment:
- May be required to perform other duties in support of extended mission requirements based on the scope of the mission during times of conflict or staffing shortages.
- Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act of 1968 as amended 30 Sep 96. Employee must sign DD Form 2760 Qualification to Possess Firearms or Ammunition.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force national security and public safety.
In order to qualify you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07 or equivalent in other pay systems. Examples of specialized experience includes: (1) Working with a wide range of conventional concepts principles and practices associated with training program management sufficient to independently develop conduct and evaluate difficult but well-precedented formal and informal training programs; (2) Working with budgeting and safety regulations including operational risk management with the ability to prepare budgets and ensure adherence to safety practices; and (3) Working with mechanical systems and facility maintenance with experience in equipment maintenance (UTVs generators vehicles) and coordination of contractor work orders to maintain operational readiness.

EDUCATION: Masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge skills and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and/or competencies in the following areas:
- Knowledge of military training requirements processes and programs along with instructional techniques including test and measurement principles and training resource management.
- Knowledge of budgeting and safety regulations including operational risk management with the ability to prepare budgets and ensure adherence to safety practices.
- Knowledge of mechanical systems and facility maintenance with experience in equipment maintenance (UTVs generators vehicles) and coordination of contractor work orders to maintain operational readiness.
- Skill in developing and delivering training materials and certification standards for specialized equipment and vehicle operation including simulators and heavy equipment (e.g. forklifts dump trucks).
- Ability to operate and train others on heavy and support equipment safely including vehicles with power take-off systems and simulators (e.g. Explotrain XOHW).
- Ability to plan and coordinate training events and facility use with multiple stakeholders ensuring efficient resource allocation. Ability to gather and analyze data make informed recommendations and effectively communicate findings both orally and in writing.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience including volunteer work done through National Service Programs (i.e. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies knowledge and skills that can provide valuable training and experience that translates directly to paid will receive credit for all qualifying experience including volunteer experience.
