Job Summary

The New York City Housing Authority (NYCHA) is seeking an Administrative Staff Analyst for the Leased Housing Departments Bronx Client Services team. This unit is responsible for supervising staff and ensuring accurate timely and compliant processing of service requests in accordance with HUD regulations SEMAP standards departmental policies and procedures. and communicating with program participants and landlords.

Under the general supervision of the Senior Director the Administrative Staff Analyst/ Program Operations & Performance Analyst will perform work of some difficulty and responsibility related to the administrative and organizational research work of NYCHAs Leased Housing Department within the Bronx Client Services unit. The Administrative Staff Analyst will exercise some independent judgment and decision-making while carrying out assigned duties.

The position analyzes operational data and management information prepares and interprets reports identifies processing deficiencies and systematic errors reviews fatal errors and exception reports evaluates workflow and productivity and develops recommendations to improve program operations.

The position serves as a technical resource to program management by translating operational data into actionable recommendations designed to improve processing accuracy reduce errors increase productivity strengthen internal controls and promote consistent application of program requirements.

The position may also prepare and oversee the preparation of written reports procedures training recommendations policy drafts workflow documentation and other materials necessary to support program administration.

Responsibilities include but are not limited to the following:

-Run and analyze operational productivity error and performance reports to identify trends discrepancies and processing issues
-Review HUD fatal error and exception reports identify root causes and recommend corrective actions to improve accuracy and efficiency.
-Monitor workload productivity timeliness and quality measures and prepare reports and summaries for management.
-Analyze program workflows procedures and processing practices to identify inefficiencies bottlenecks and opportunities for improvement.
-Track corrective actions and evaluate the effectiveness of process improvements.
-Identify training needs based on error trends productivity results and quality-control findings; recommends appropriate training and guidance.
-Review and draft policies procedures desk guides workflow instructions and other operational materials.
-Conduct special studies and analyses managements direction and develops recommendations to improve program operations.
-Collaborate with program quality assurance training and information technology staff to address operational and system-related issues.
-Perform related to professional administrative analysis and organizational research duties consistent with the Administrative Staff Analyst title.

ADMINISTRATIVE STAFF ANALYST ( - 1002A


Qualifications :

1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
