Job Summary

Summary

This position is located within the Department of the Interior National Park Service Midwest Region Lincoln Home National Historic Site to be filled in Saint Paul Minnesota Pipestone Minnesota or Springfield Illinois.

You will serve as a Administrative Officer with National Park Service.

This is a temporary promotion not to exceed 1-year Merit Promotion appointment. This temporary promotion appointment may be made permanent without further competition.


Duties

This role is responsible for providing expert advice on complex administrative issues to the Park/Program Manager and management team as well as overseeing specialists technicians and clerical staff in supporting management and employees.

Major Duties Requirements:

  1. Manage the Budget and Financial Management program. Responsible for keeping the parks revenues and spending in balance through sound advice and supervision of the staff of the administrative division.
  2. Manage a Human Resources Management program. Serves as the primary liaison with the regional human resources office coordinating the identification and communication of needs and receipt of HR services from the servicing human resources office. Assures that the Superintendent and Park Supervisors receive sound advice and guidance on position management through collaboration with regional HR Specialists.
  3. Lead an Acquisition and Property Management program. Responsible for acquiring all goods and services the park requires to accomplish its mission and programs. Oversees the work of employees in charge of property management and control systems of the park.
  4. Serves as a member of the management team and plans analyzes and monitors the formulations and development of programs procedures operating policies internal controls and program goals.
  5. Lead a Business and Administrative Services program. Oversees the following additional functions: Payroll and Timekeeping; Bills of Collection; Third Party Drafts; Payment of Invoices; Internal Controls and Audits; Travel Services; Planning; Leasing Program; Housing Program; Mail; Central Records Files; Agreements; Commercial Services and Information Management.

    This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest meet the organization goals and mission of the agency and/or otherwise promote the efficiency of the determining if your employment advances the public interest the agency will consider: your performance and conduct; the needs and interests of the agency; whether your continued employment would advance organizational goals of the agency or the Government; and whether your continued employment would advance the efficiency of the Federal service.

    Under applicable law the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies in writing that the individuals employment should continue and that their appointment should be the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period such appointments are terminated. Upon completion of your probationary period your employment will be terminated unless you receive certification in writing that your continued employment advances the public interest.

    This is a supervisory position that may require completion of a supervisory probationary period.

    Qualifications

    All qualifications must be met by the closing date of this announcement - 09/03/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300 Subpart F.

    Specialized Experience:
    Applicants must possess one year of specialized experience equivalent to at least the GS-12 level in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge skills abilities and competencies needed to successfully perform the duties of this position. Examples of qualifying specialized experience include activities such as: providing a wide variety of administrative and business services to enable efficient operation of a park or program office; providing supervision and direction to an administrative staff in support of a park or program office; advising on business management processes including budget and financial management; coordinating the procurement and
    property management information technology and human resources needs and requirements for a park or program area; and developing and
    formulating alternative solutions to complex administrative matters. You must include hours per week worked.

    Volunteer Experience: Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community student social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.

    There is no substitution of education for experience at the grade level of this announcement.

    Physical Demands: Most of the work is performed indoors in an office setting. There may be some extended walking through facilities carrying light items or driving an automobile. Mentally stressful and taxing situations are frequently present.

    Working Conditions: The work environment involves everyday risks or discomforts which require normal safety precautions typical of places such as offices meeting and training rooms and commercial vehicles.

    National Park Service has determined that the duties of this position are suitable for telework; the selectee may be allowed to telework with supervisor approval.
