Job Summary

Summary

This position serves as the Budget Administrative Officer (AO) for the Minneapolis District. The position is located within the Minneapolis District Area (WCM51).


Duties

Performs multiple and varying assignments under the limited direction of a manager project/program manager team leader or more experienced professional. Acts as an individual contributor and/or member of a team and may perform some leadership functions for small projects/programs or other work activities.

Applies experience and advanced knowledge applicable to his/her discipline to plan and accomplish assignments. Assignments may require knowledge and experience working across functional and/or organizational lines. Typical assignments may include maintaining line of sight when establishing District/Technical Services goals ensuring they fall within the FAA goals and objectives. Determines the soundness of the goals and objectives within the established programs by identifying and analyzing actual or potential problem areas trends significant program accomplishments areas of imbalance or other factors in the program areas. Recommends changes in program objectives operations and resource utilization. Assists in the planning and integration of new programs or new staff into existing programs in order to maximize program effectiveness. Analyzes and evaluates office procedures in support of existing programs as well as workload and distribution from the aspect of optimum office efficiency and effectiveness. Serves as an organizations principal budget expert and as such is responsible in assisting the organizations management in the formulation and use of best practices while assisting with the execution of budget matters.

Based on analysis of current and projected program requirements and initiatives compiles annual budget. Projections must include both financial and analysis monitors and narrative expenditures justification and makes to support sound the changes relative based on benefits trend and costs analysis of the merit and program. deficiency Evaluates situations and known or anticipated program requirements. Recommends constructive alternatives and sound resolutions for narrative justification for budget submission.

Demonstrates considerable independence in planning time and helping a manager project/program manager and/or team leader to plan and use assigned resources to accomplish projects/programs/activities. May identify and request additional resources as needed. Recommends to higher management innovative methods of achieving cost reduction and assists in the execution of approved fiscal programs. Performs immediate and long-range financial planning and control for activities within the organizations jurisdiction. Performs in-depth analysis program trade-offs and exploration of alternate funding methods. Conducts comprehensive program reviews financial evaluations studies and surveys and presents findings to program officials.

Contacts typically are internal and external with regular contacts among major subdivisions and LOB/SOs customers and other external parties to share information about the FAA and explain the applications of policies and procedures.

Established policies/procedures provide guidance for most assignments but allow considerable discretion for employee to select the most appropriate approach(es) or recommend new approaches. Assignments often require reviews of policies and precedents under the limited guidance of a manager or other employee.

Resolves most problems and work issues without the assistance of a manager project/program manager team leader or more experienced professional. Refers to managers and professionals who are more experienced problems that require their attention. May help them develop and recommend solutions.

Work is reviewed periodically typically at major milestones and at completion for policy compliance and alignment with the requirements of projects and/or other work activities.

Qualifications

SPECIALIZED EXPERIENCE: To qualify for this position you must demonstrate in your application that you possess at least one year (52) weeks of specialized experience equivalent to the FV-G (GS/FG-10/11) level that demonstrates the ability to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. Specialized experience is experience that has equipped you with the particular knowledge skills and abilities to perform successfully the duties of the position.

For this position specialized experience includes: Collaborating with supervisors managers and administrative staff using planning developing monitoring and execution skills to resolve specific problems in the administrative program areas covered by the position i.e. personnel management travel time and attendance records management etc.

Education

SUBSTITUTION OF EDUCATION for the H Band: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. Education may be combined with experience to meet the one year required specialized experience.
