The Opportunity

Leidos is seeking a Freedom of Information Act (FOIA) and Privacy Act Analyst to support the U.S. Marine Corps Forces Central Command (USMARCENT) Personnel Directorate (G1) at MacDill AFB. In this role you will support MARCENTs Freedom of Information Act (FOIA) program helping ensure requests are handled accurately efficiently and in accordance with Department of the Navy policy and federal requirements.

You will manage FOIA requests from receipt through final response prepare documents for release or denial and complete redactions in accordance with FOIA and Privacy Act requirements. This position also provides the opportunity to collaborate with MARCENT staff subordinate commands outside agencies law enforcement organizations and members of the public.

Primary Responsibilities

  • Support the MARCENT FOIA Requester Service Center and subordinate commands processing at least 50 FOIA requests annually.
  • Prepare documents for release or denial and complete required redactions in accordance with FOIA and Privacy Act requirements.
  • Help ensure MARCENT and subordinate commands remain compliant with Department of the Navy FOIA policies and guidance.
  • Manage FOIA requests in FOIA Online including entering new requests within two hours of receipt and maintaining accurate timely case information throughout the request lifecycle.
  • Complete applicable FOIA Online fields including fees perfected status dispositions exemptions appellate authority and case progress.
  • Upload response letters and responsive documents refer cases to other activities when appropriate and close completed cases within two business days.
  • Coordinate with internal staff subordinate commands outside agencies law enforcement organizations and the public to support FOIA request processing.
  • Collect and compile command and feeder reports when needed and submit consolidated annual FOIA reports to the Navy FOIA Program Manager and Marine Corps FOIA Program Manager.
  • Maintain current listings of subordinate command and activity FOIA coordinators including required contact information on public websites.
  • Conduct annual staff assistance visits reviews or self evaluations to support FOIA compliance across MARCENT and lower echelon commands.
  • Ensure MARCENT and subordinate commands fully participate in FOIA Online and maintain appropriate links to FOIA Online and Department of the Navy FOIA resources on command websites.
  • Post responsive documents provided to requesters to FOIA Online and other appropriate websites.

Basic Qualifications

  • High school diploma or equivalent with 5 years of relevant experience.
  • Active DoD Secret security clearance.
  • Current U.S. passport with the ability to travel and work overseas.
  • FOIA experience.
  • Prior service as a Marine Corps Staff Noncommissioned Officer (SNCO) or officer.
  • 5 years of Marine Corps administration experience.
  • Minimum of 1 year of experience at a Combatant Command or Component Command.
  • Ability to work effectively under pressure meet deadlines and operate with minimal supervision.
  • Strong communication skills with the ability to effectively engage with senior staff sister services and higher headquarters.
  • Proficiency with Microsoft Office products in a Windows environment.
  • Ability to sign a nondisclosure agreement.

Preferred Qualifications

  • Bachelors degree or 20 years of active duty or reserve Marine Corps administration experience in lieu of a degree.
  • 3 years of experience at U.S. Marine Corps Forces Central Command (MARCENT).
  • Prior experience with Inspector General inspection programs.

Pay Range $57850.00 - $104575.00
