Position Description ARServices is seeking an experienced Acquisition Analystto provide Advisory and Assistance Services (A&AS) supporting CWMD technical Research and Development (R&D) programs. This role is ideal for a seasoned acquisition professional with deep expertise in DoD contracting acquisition planning and R&D program support. You will provide expert advice across all phases of acquisition planning conduct market research prepare solicitation documentation perform cost and risk analyses and ensure full compliance with federal and DoD acquisition regulations while supporting the successful delivery of critical CWMD capabilities.

The Acquisition Analyst will serve as a key acquisition point of contact participating in Integrated Product Teams tracking contract performance and developing high-quality documentation to support program managers in making informed decisions that close warfighter capability gaps.

A qualified candidate will perform the following duties and responsibilities but are not limited to:

  • Provide advice and options regarding all phases of planning for acquisition of CWMD technical R&D services.
  • Conduct all forms of market research for CWMD R&D products and services.
  • Prepare solicitation documentation including Needs Statements Statements of Work Independent Government Cost Estimates contract structures and evaluation factors.
  • Conduct analysis of alternatives for acquisition and contracting options.
  • Conduct comprehensive risk analysis related to contracts and projects.
  • Provide cost estimating life-cycle costing and cost-benefit analyses in support of acquisition options.
  • Plan coordinate integrate implement and evaluate the use of available acquisition methods.
  • Review program documentation to ensure technical validity and facilitate cross-communication regarding program priorities and courses of action.
  • Participate in Integrated Product Teams and serve as the acquisition point of contact.
  • Track cost schedule and performance parameters of current contracts and projects.
  • Support the development of contract option execution documentation.
  • Assist with tracking project expenditures and the development/maintenance of program review materials.
  • Ensure acquisition planning is fully compliant with the Federal Acquisition Regulation (FAR) Defense Federal Acquisition Regulation Supplement (DFARS) other DoD Acquisition Directives and DTRA-specific Acquisition Directives and program management direction.
  • All other duties as assigned.

Required Qualifications

  • Current DoD Top Secret clearance with SCI access.
  • Bachelors or Masters degree in a discipline related to acquisition program management or business.
  • 10years of experience in DoD contract and acquisition planning.
  • Experience with DoD Research and Development (R&D) programs.
  • Extensive knowledge of the Federal Acquisition Regulation (FAR) Defense Federal Acquisition Regulation Supplement (DFARS) DoD Directive 5000 series and other DoD acquisition and contracting policies.
  • Documented experience with DoD acquisition pathways.
  • Experience with developmental and operational test and evaluation of hardware.

Security Clearance Requirements Current DoD Top Secret with SCI access.

Location & Travel This is a full-time position based at Kirtland Air Force Base NM with minimal travel expected.

Preferred Qualifications

  • Masters degree in Acquisition or Contracting.
  • Experience as a warranted government contracting officer.
  • Certification as a Federal Contracts Manager (CFCM).
  • Defense Acquisition University Program Management coursework.
  • Defense Acquisition Workforce Improvement Act (DAWIA) certification in program management or contracting.
  • Experience with Counter Weapons of Mass Destruction (CWMD) R&D programs.
  • Weapons development experience.
  • Previous DAWIA certification at Level II or Level III.
  • Prior experience at DTRA.
  • Experience with developmental or operational test and evaluation of weapons systems.

Compensation at ARServices is determined based on a variety of job-related factors including education relevant experience certifications knowledge skills competencies internal equity external market considerations geographic location security clearance level contract labor category and funding requirements organizational needs and applicable federal state and local laws. The projected compensation range for this position is based on full-time status. Actual starting compensation will be determined based on the selected candidates qualifications and the factors identified above.

Posted Salary Range USD $94825 - $181590 / Yr.
