Administration Division
The Administration Division provides management and central support services for the Department of State such as budgeting accounting and human resources; monitors the use of the State Seal; certifies the interest rate on appealed money judgments; files Acts passed by the Legislature; and conveys information within our office to the public; plans and monitors legislation that affects the Department of State; and responds to inquiries from the press and public.
The Finance Unit:
The Finance Unit provides financial budgetary accounting contract and procurement services to the Colorado Department of State (CDOS) which is comprised of four operating divisions. Our team provides advice and support to CDOS management including the Secretary of State an elected official and all divisions/sections within the Department. This includes the Electronic Recording Technology Board (ERTB) an enterprise for the purposes of Section 20 of Article X of the constitution (TABOR). We help develop processes for grants management; financial reporting (federal state and Department levels); accounts payable and accounts receivable; fiscal policies rules and procedures; and financial audit management. This unit also processes payroll maintains a Department-level accounting structure and system of accounts for cash and federal funds including grant funds and provides ongoing budget and policy analyses fiscal note analysis and preparation contract administration as well as oversight of an internal accounting system.
MAJOR OBJECTIVES OF THE POSITION:
As the Accounts Payable Technician you will be a valued member of the Finance Team within the Administration division which provide direct support to the Office of the Secretary of State. The Administration Division works collaboratively to meet the needs of the Department staff and acts as a liaison between the leadership team and department staff. You will be a part of a department that continues to be recognized as a leader both in Colorado and this position you will experience working within a high-functioning professional team.
The ideal candidate will be a results-driven individual with strong customer service and accounts payable skills. To succeed in this role it is important that you have strong analytical and communication skills work well in a high-pressure environment are able to adjust priorities as needed display a commitment to ethics and confidentiality and are dedicated to advancing a diverse and inclusive perspective.
Illustration of some key duties:- Serves as the Departments primary Accounts Payable (AP) technician.
- Is responsible for end-to-end AP processing vendor management and compliance with State Fiscal Rules.
- Provides commercial card (OneCard) oversight.
- Provides structured backup support for Accounts Receivable (AR) travel and payroll functions to ensure continuity of operations.
- Is the primary purchaser for the Department.
- Recommends policy and procedural changes to improve processes.
- Completes other duties as assigned.

H8B3XX Accounting Technician IIIMinimum Qualifications:This position requires a total of three (3) years of relevant professional experience and/or education in a field of study related to the work. To be considered for this position your application must clearly demonstrate that you meet one of the following options outlined below:
OPTION 1 -At least three (3) years professional experience that includes payment processing experience such as completing payment transactions while following established rules and verifying required documentation and approvals.
OR
OPTION 2 - Education and Experience Combined
A combination of experience as defined in Option 1 along with education successful relevant course work from an accredited college or university in Accounting Auditing Bookkeeping Finance or any closely related field to equal 3 years.

Preferred Qualifications and Competencies:
The exceptional candidate willpossess these identified knowledge skills abilities and competencies:
- Preference will be given to candidates with previous State Service related to the work assigned to the position.
- Professional experience in accounts payables including invoice review accurate coding vendor communication and familiarity with State Fiscal Rules and commercial card requirements.
- Professional experience in resolving discrepancies identifying anomalies and ensuring compliance across accounts payable and backup finance functions.
- Professional experience using the OneCard system.
- Professional experience in customer service including interacting professionally with vendors internal staff and external agencies to resolve discrepancies and explain financial requirements clearly.
- Professional experience managing multiple priorities in a fast-paced environment while maintaining accuracy confidentiality and ethical judgment.
- Professional experience with an ERP system using financial systems such as CORE (or similar) for AP AR travel payroll or cashiering tasks.
- Professional experience in Microsoft Office and financial systems.
