This position is in the Excepted Service under the authority of Title V P.L. 114-328 Sections 932 and 1084 (FY17 NDAA)

Duties
  • Serves as the technical expert for governmental accounting principles policy concepts and management.
  • Analyzes accounting systems.
  • Directly or indirectly provides the USPFO NGB DFAS Department of the Treasury and senior level management with accurate and timely financial data.
  • Designs database queries written for a variety of software applications and automated systems (i.e. Standard Query Language).
  • Plans and schedules work in a manner that promotes a smooth flow and even distribution.
  • Performs other duties as assigned.

  • This position is designated as Essential Personnel and may be subject to duty in preparation for or in response to a state emergency or disaster declaration.
  • Ability to establish effective professional working relationships with coworkers and customers contributing to a cooperative working environment and successful accomplishment of the mission.
  • May require travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension.
Qualifications

IAW DoD 1300.26 you will have to complete the appropriate Financial Level certification designated by the position and/or supervisor. Failure to do so may result in termination.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: accounting; or a degree in a related field such as business administration finance or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term accounting means accounting and/or auditing in this standard. Similarly accountant should be interpreted generally as accountant and/or auditor.)

Or

Combination of education and experience: At least 4 years of experience in accounting OR an equivalent combination of accounting experience college-level education and training that provided professional accounting knowledge. Background must also include one of the following:
  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor obtained through written examination; OR
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing (not meeting the 24 semester hour requirement above but meeting the following: (a) the applicant has successfully worked at the full-performance level in accounting auditing or a related field e.g. valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth depth currency and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting the applicants education training and experience fully meet the specified requirements.
AND

SPECIALIZED EXPERIENCE:
Experience and training that demonstrate the ability to conduct accounting business in accordance with directives and policies; the ability to study and evaluate the existing internal control systems to determine the level of reliability; and the skills to determine the appropriate procedures needed to validate system reliability. An applicant must have the competency to obtain sufficient reliable evidence through inspection observation inquiries and confirmation to provide a reasonable basis for an opinion regarding the activity under examination. The applicant must have accounting experiences that used statistical and/or judgmental sampling of financial records and management controls to determine the degree of efficiency economy and effectiveness in which the activities discharged their financial responsibilities and/or to determine that the financial records were maintained in accordance with applicable regulations. An applicants experiences and education must demonstrate his or her ability to follow directions to read retain and understand a variety of instructions regulations policies and procedures. Ability to devise methodologies to ensure that data received is either correct or is modified to comply or fit into the accounting system is required for various system changes. Must possess the ability as the single individual in the state to deal with a multitude of issues raised in a given accounting cycle. Must have 1-year equivalent specialized experience to at least the next lower grade level before being eligible for the next grade level.

Education

To receive credit for Education you must provide transcripts or documentation of proof that you meet the Education requirements for this position.
In addition to individual occupational requirement listed in Qualifications section above you may combine education with specialized experience to meet the length of experience requirement for GS-11. Such education must demonstrate the knowledge skills and abilities necessary to do the line of work.

For the GS-11 level: To qualify on education alone applicant must have one of the following: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related

Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11 including for combination of education and specialized experience.
