Location: Arlington VA (Various Duty Stations)

Summary:
CISA the Nations risk advisor is seeking Accountants at the GS-12 and GS-13 levels to join the Office of the Chief Financial Officer (OCFO). The OCFO provides critical budget financial management and economic analysis services to CISA leadership supporting national risk management and cybersecurity operations. These positions focus on accounting operations financial systems policy development and providing expert guidance to program managers and senior executives.

Major Duties:
As an Accountant you will:

  • Develop advise on and implement policy and system changes affecting accounting programs.
  • Participate in short- and long-range planning and development activities to address current and future requirements of assigned systems and operations.
  • Coordinate major policy program and system changes and revisions within CISA DHS and with external organizations such as the Department of Treasury OMB and GAO.
  • Provide expert advice to program managers and senior executive officials on accounting data financial analyses forecasts and evaluations.
  • Advise management on methods to increase control over expenditures and collections to ensure maximum return on investment.
  • Review and interpret legislation regulations directives and guidelines affecting assigned programs.
  • Develop guidance for implementing policies and standards; provide policy and technical guidance for CISA offices.
  • Oversee or evaluate the accuracy of data produced by accounting systems and the reconciliation of system outputs to other accounting systems and subsystems.
  • Analyze system procedures and reports identify issues and recommend or take corrective action to ensure accurate timely and relevant information for decision-making.
  • Plan and implement internal controls to ensure system integrity.
  • Lead or participate in internal control reviews on-site reviews or other evaluations of assigned systems to assess adequacy of safeguards effectiveness reliability and compliance.
  • Identify issues discrepancies or other problems and recommend corrective action including changes in systems policy and procedure.
  • Communicate effectively both orally and in writing to provide guidance and represent the organization.

Qualifications:

GS-12:
  • One year of specialized experience at the GS-11 level in federal service including:
    • Applying professional accounting principles practices and techniques to resolve complex accounting issues.
    • Participating in the development and implementation of accounting policies procedures or systems.
    • Providing advice to management on accounting data financial analysis and internal controls.
    • Evaluating accounting systems for accuracy compliance and effectiveness.
  • Education: Must meet the basic requirements for the GS-0510 series (see below).
GS-13:
  • One year of specialized experience at the GS-12 level in federal service including:
    • Independently developing and implementing major policy and system changes affecting accounting programs.
    • Providing expert advice to senior management on complex accounting and financial issues.
    • Leading or overseeing evaluations of accounting systems internal controls and compliance with laws and regulations.
    • Preparing guidance for implementing policies and standards and providing technical guidance for accounting operations.
  • Education: Must meet the basic requirements for the GS-0510 series (see below).
Basic Requirements for GS-0510 (Accounting Series):
  • A. Degree in accounting or a related field (such as business administration finance or public administration) that included or was supplemented by 24 semester hours in accounting.
OR
  • B. Combination of education and experience: At least 4 years of experience in accounting or an equivalent combination of accounting experience college-level education and training that provided professional accounting knowledge. The applicants background must also include one of the following:
  • 24 semester hours in accounting or auditing courses (can include up to 6 hours in business law);
  • Certificate as a Certified Public Accountant or Certified Internal Auditor obtained through written examination;
  • Completion of the requirements for a degree that included substantial accounting/auditing coursework plus experience.
