Background:

UN Women work in Ukraine focuses on supporting the government and civil society in advancing gender equality and implementation of the national and international commitments on gender equality and womens human rights. UN Women Ukraine implements interventions towards the realization of following strategic goals: elimination of violence against women and girls; implementation of women peace and security agenda and gender responsive governance. UN Women works closely with the UN Country Team in integration of womens rights and gender equality in all spheres of UN work.

Since the beginning of the Russian military invasion on 24 February 2022 Ukraine is rapidly emerging as one of the worlds most complex emergencies with over 3 million refugees already fleeing the country and with growing humanitarian crisis and needs. Womens groups and civil society organizations have been quick to react to the immediate priorities of their communities but face many challenges as they attempt to provide support to large numbers of internally displaced people host-communities and those directly affected by violence and insecurity. Civil society and particularly womens organizations in Ukraine are in the front-line to deliver immediate humanitarian assistance to displaced women and girls. Displaced women and girls are facing multiple human rights violations including sexual and gender-based violence.

Under the direct supervision of the Gender in Humanitarian Action (GiHA) Coordination Analyst the IM and Data Analysis Specialist will provide on-demand need-based technical support to the humanitarian portfolio of the UN Women Ukraine Country Office for secondary data planning collection processing and analysis data visualization and knowledge product development enabling evidence-based programming and communications and advocacy. The IM and Data Analysis Specialist will participate at the Data Working Group regular meetings and other fora as required and contribute from a GiHA perspective.

Description of Responsibilities/ Scope of Work

Under the supervision of the GiHA Coordinator the IM and Data Analysis Specialist will:

1. Secondary Data Planning Collection Processing and Analysis Support

• Design and implement primary data collection and analysis as required
• Conduct secondary data analysis from MSNAs HNOs HRPsGPS FFM SitReps and sector assessments upon country office request
• Extract synthesize and interpret sex age and disability-disaggregated data across humanitarian clusters and identified strategic priorities with attention to intersectional risks and vulnerabilities
• Identify data gaps and recommend complementary primary data collection where needed
• Translate inter-cluster and sectoral data into gender-actionable insights to inform response prioritization programme design donor engagement and advocacy
• Identify data gaps limitations and biases in available primary and secondary data and recommend complementary primary data collection or analytical approaches where needed
• Leverage AI-assisted tools where appropriate to support review extract and synthesize humanitarian documents and datasets with all outputs subject to human validation and quality assurance
• Produce concise analytical decision-oriented briefs tailored to specific country and regional office requirements (RGAs donor reports coordination inputs)

2. Data Visualization and Communication

• Design infographics dashboards and visual products that communicate gender data and analysis findings
• Create visually compelling presentations and graphics for advocacy coordination forums and donor engagement
• Develop interactive data visualizations where appropriate for web-based platforms
• Ensure all visual products adhere to UN Women branding guidelines and accessibility standards
• Tailor visualization approaches to different audiences (technical policy public facing)
• Design visual products that are usable by diverse audiences including people with disabilities ensuring clarity simplicity and avoidance of misleading or overly complex graphics

3. Knowledge Product Development

• Produce data-driven briefs fact sheets and thematic reports synthesizing findings across multiple countries or crises
• Develop visual case studies and evidence summaries for external communication
• Create snapshot products for rapid dissemination
• Support the design and layout of analytical products to enhance readability usability and policy relevance

4. Technical Advisory Services

• Support quality assurance of country office-led data analysis and visualizations to ensure methodological soundness coherence and alignment with global standards
• Develop standard operating procedures templates and minimum standards for secondary data requests analysis visualization

5. Capacity Building

• Support the COs development of practical AI literacy for research data analysis and visualization including simple use cases risks and good practices aligned with UN values
• Create user-friendly guidance materials and tools to strengthen CO information management and analytical capacity
• Document lessons learned and best practices in secondary data utilization and communication to inform institutional learning and improvement

6. Coordination

• Represent the Gender in Humanitarian Action Working Group in the Data Coordination Group
• Support quarterly monitoring process with quantitative data analysis
• Support joint initiatives of cross-cutting groups in humanitarian coordination structure

7. Management of CO humanitarian programme database

• Support the humanitarian team to develop a structured database of relevant programme documents

Consultants Workplace:

Required Qualifications

• Advanced University degree in statistics information management data science econometrics GIS or other directly relevant field

Required Experience:

• Minimum five years of relevant experience in information management or data analysis
• Demonstrated expertise in secondary data analysis methodologies and statistical software (SPSS Stata R or equivalent)
• Demonstrated data visualization skills.
• Experience in data management data analysis and data sharing to support organizational learning planning performance monitoring policy formulation communications and advocacy
• Experience using AI-assisted tools for document review synthesis or analysis is an asset with clear understanding of human validation and ethical limitations
• Experience producing knowledge products for diverse audiences (technical policy public)

Desirable Experience:

• Experience in information management and coordination in humanitarian contexts is an asset.
• Experience working with the UN and/or in an inter-agency environment is an asset.
• Knowledge of the common humanitarian data sets is an asset.
• Expertise in data visualization software and tools (Power BI Tableau or equivalent)
• Understanding of humanitarian programme cycle and Ukraine coordination architecture is an asset.
• Experience working with gender-disaggregated data and intersectional analysis frameworks.
• Experience in the use of ERP systems preferably Oracle Cloud is desirable

Language skills:

• Fluency in spoken and written English and Ukrainian is required;
