Position Summary:

The Data Quality Officer owns the integrity of the EUM record. The Officer administers the tracking table and electronic records repositoryvalidatesinspection datasubmittedby EUM Specialists against source evidence and enforces the quality control procedures that allow the Contractor to meet the contract accuracy thresholds. The Officer is the internal control point between field data capture and any submission routed to INL Kyiv.

Major Responsibilities:

Data Integrity and Quality Control

  • Implement and maintain data-related elements of the Quality Control Plan including measures to identify prevent and prevent recurrence of defective services. Validate inspection records against source evidence and conduct data cleaning validation and analysis to ensure complete accurate and reliable data.
  • Ensure reports meet contractual requirements of 100% submission and 95% accuracy before onward submission with all supporting records and documentation complete and suitable for decision-making and external reporting.
  • Maintain and reconcile the asset and LDDT registers ensuring 100% coverage of EUM assets and complete supporting documentation for each LDDT entry. Verify serial numbers barcodes photographs and other evidence and escalate discrepancies or suspected violations to the Security and Operations Manager.

Records Management and Systems Administration

  • Maintain EUM data and records in the designated Microsoft 365 environment ensuring continuous accessibility appropriate structure version control secure backups and protection against corruption deletion or loss.
  • Administer tracking systems and access controls including controlled values user permissions and the contract data access register in accordance with need-to-know requirements and applicable NIST security standards.
  • Safeguard all contract information including asset inspection facility and recipient data as U.S. Government property. Support user onboarding and offboarding and verify endpoint compliance with required password rotation VPN firewall and remote-kill controls.

Reporting Support

  • Compile and validate inspection data for the monthly EUM inspection report including the supporting Gantt chart or equivalent scheduling tool ensuring submission no later than 15 days into the new month. Prepare data annexes and supporting documentation for the annual report due December 1 each year.
  • Assemble complete evidentiary packages and supporting documentation for Serious Incident Reports ensuring required submissions are supported and completed within 48 hours of discovery.

Note: The employee may be required to perform other duties as assigned in support of the contract and organizational requirements including site inspections.

Conditions of Employment and Contract Requirements

The following conditions and requirements apply to all personnel supporting the contract:

  • Background Screening & Security: Employment is subject to applicable background and security screening by local authorities and where required the Embassy Regional Security Office including reviews of criminal history and affiliations with terrorist organizations or other security threats.
  • Work Schedule & Holidays: The standard workweek is Monday through Friday. U.S. and Ukrainian national holidays are not automatically observed as non-working days and personnel may be required to work on such days as directed by the Contracting Officers Representative (COR).

Qualifications:

Required Qualifications:

  • A bachelors degree in information management data science business administration or a related field or equivalent relevant professional experience
  • 3 years of professional experience in data management data quality assurance or records management.
  • Advanced proficiency in Microsoft 365 particularly Excel SharePoint and structured data tools with demonstrated ability to develop and maintain validation rules controlled datasets and data-quality processes.
  • Fluency in English and Ukrainian both written and verbal.
  • Demonstrated understanding of information security practices including access controls and the secure handling of sensitive location and recipient data.
  • Demonstrated attention to detail reliability and flexibility with the ability to satisfy applicable background-check requirements.

Preferred Qualifications:

  • Five or more years of experience in data management or data quality assurance particularly in support of donor-funded or government programs.
  • Experience with large-scale asset management inventory or barcode-based tracking systems including support for property or inventory audits and compliance reviews.
  • Familiarity with U.S. Government end-use monitoring and property accountability requirements.
  • Working knowledge of Power BI or comparable data visualization tools.
