Waste & Fleet Training Compliance Officer 12 Month Contract

Location: Rugby Borough Council Rugby
Rate: 140 per day (Umbrella)
Contract: 12 Month Contract
Hours: 37 Hours Per Week
Working Pattern: Office Based
Typical Hours: 8:00am - 4:00pm (Flexi-Time Available)
Pay: Bi-weekly

Summary

Rugby Borough Council is in search of a seasoned Waste & Fleet Training Compliance Officer to oversee the training competency assurance and compliance within Waste Services and the broader Works Service Unit. This role is integral in delivering training coaching drivers monitoring compliance and managing competencies. The officer will ensure that all operational staff including drivers loaders street cleaners and frontline personnel possess the necessary qualifications licenses and training for their roles. A key aspect of this position involves direct interaction with crews both on-site and on the road to enhance operational standards support compliance and advocate for safe work practices.

Responsibilities

  • Develop and manage a detailed training and competency matrix for all operational roles.
  • Oversee training records license verifications qualifications and certificate expiration dates.
  • Ensure all operational training is current and compliant.
  • Conduct inductions for permanent temporary and agency personnel.
  • Perform driver assessments vehicle familiarization training and periodic reassessments.
  • Provide direct driver coaching to enhance driving standards and minimize incidents.
  • Support compliance with:
    • DVSA requirements
    • Operator Licence obligations
    • Health & Safety legislation
    • Internal compliance procedures
  • Deliver toolbox talks and refresher training sessions.
  • Assist with route risk assessments gate checks and crew monitoring activities.
  • Investigate and address unsafe or non-compliant behaviors.
  • Monitor tachograph violations and offer coaching to prevent recurrence.
  • Coordinate specialized training with internal trainers and external providers as needed.
  • Maintain precise audit-ready compliance and training records.
  • Assist managers with investigations and identify training needs from incidents or audits.
  • Serve as the primary contact for training and compliance within Waste Services.

  • Full HGV Class 2 (Category C) Licence.
  • Experience driving various vehicle types.
  • Experience in developing and maintaining training and competency matrices.
  • Strong understanding of:
    • DVSA guidance
    • Operator Licence Compliance
    • Fleet Compliance
    • Health & Safety Regulations
  • NEBOSH National General Certificate IOSH qualification membership or working towards an equivalent qualification.
  • Excellent coaching mentoring and communication skills.
  • Ability to influence behavioral change and enhance compliance standards.
  • Strong record-keeping and administrative skills.
