Summary

  • The Scrutiny Officer is a vital role within the Council tasked with supporting the Overview and Scrutiny function. This position is crucial for providing professional governance advice facilitating effective scrutiny processes and ensuring accountability across Council services and external partners. The role involves conducting research reviews performance monitoring evidence gathering and policy analysis while supporting elected Members in delivering effective scrutiny activities and service improvements.

Responsibilities

  • Provide expert advice and guidance on scrutiny matters to elected Members officers stakeholders and the public.
  • Support scrutiny panels Overview and Scrutiny Committees and associated governance functions.
  • Ensure statutory scrutiny responsibilities are effectively discharged.
  • Develop and support the delivery of the annual scrutiny work programme.
  • Conduct research investigations benchmarking exercises and evidence-gathering activities.
  • Analyse local and national performance data trends and service outcomes.
  • Prepare review and present high-quality reports briefings and recommendations to committees and senior leaders.
  • Monitor the implementation of recommendations and evaluate resulting outcomes.

Requirements:

  • Essential Experience Required
    • Experience supporting committees governance boards scrutiny functions or similar democratic processes.
    • Experience researching analyzing and presenting complex information and data.
    • Experience preparing reports recommendations and briefing papers for senior stakeholders.
    • Experience engaging with senior managers elected representatives or external partners.
  • Essential Qualifications Required
    • Educated to degree level or equivalent professional experience.
    • Evidence of continuous professional development in governance public administration policy or related disciplines.
Additional Information

  • 6 months contract with a local authority
  • Rate: 26 per hour Umbrella
  • Working hours: 35 hours per week
  • Candidates will be required to attend the office for a minimum of 2 days per week.
  • We work on a bi-weekly payment schedule.
