Schemes Manager (Estates)
Job Summary
- Lead the delivery of parking schemes and projects across housing estates.
- Develop and manage complex project plans ensuring timely and budget-conscious delivery.
- Monitor progress manage risks and ensure successful project completion.
- Prepare and evaluate project outcomes and performance.
- Manage day-to-day operations of estate parking services including permits suspensions dispensations and paid parking services.
- Ensure service delivery meets agreed standards targets and compliance requirements.
- Manage budgets funding streams and financial planning.
- Provide cost estimates financial reports and performance analysis.
- Ensure effective income reconciliation across all service areas.
- Monitor financial performance against project baselines.
- Line manage a team of approximately 56 staff.
- Provide supervision support and performance management.
- Allocate workloads and monitor outputs.
- Support staff development and training.
- Collaborate with internal departments contractors and consultants.
- Engage with residents councillors MPs and external stakeholders.
- Respond to complex enquiries complaints FOIs and member requests.
- Ensure compliance with legislation council policies and audit requirements.
- Implement audit recommendations and ensure readiness for inspections.
- Maintain accurate records and data systems.
- Produce weekly/monthly performance reports.
- Analyse large datasets (permits PCNs payments).
- Identify trends risks and areas for improvement.
- Conduct site visits and inspections.
- Investigate potential fraud cases and present findings.
- Support emergency planning and business continuity.
- Contribute to continuous improvement and service development.
- Strong understanding of parking services estate management or transport-related schemes.
- Knowledge of relevant legislation policies and governance frameworks.
- Understanding of public sector financial management and budget control.
- Experience managing complex projects within a local authority or similar environment.
- Experience in parking services estate parking or transport-related schemes.
- Experience managing or supervising staff.
- Experience handling stakeholder enquiries complaints and formal requests.
- Strong project management and organisational skills.
- Ability to manage budgets and financial data.
