About the Role
The Quality & Compliance Lead will be responsible for leadingand coordinating the day-to-day Quality & Compliance function across HarleyHouse Supported Living supporting the organisation to maintain safeeffective person-centred and regulatory-compliant services.
The postholder will provide a visible and proactive qualitypresence across services coordinating quality assurance activity auditscompliance monitoring action planning data analysis and quality improvement.
Working collaboratively with Registered Managers theOperations Manager and other organisational leads the Quality & ComplianceLead will identify areas of good practice emerging risks and areas requiringimprovement ensuring these are appropriately reported acted upon monitoredand escalated.
The postholder will maintain appropriate professionalindependence from operational service delivery providing constructivechallenge where required while supporting managers to achieve and sustainimprovements.
The Quality & Compliance Lead will work closely withHarley Houses Strategic Quality & Governance Consultant providingevidence and quality intelligence to support organisational assurance and theQuality & Governance Committee.
Key Responsibilities
Quality Assurance: Plan and undertake scheduled andresponsive quality visits across services triangulating evidence throughobservation records staff and manager discussions and the experiences ofpeople supported.
Compliance & Regulatory Oversight: Monitorcompliance with CQC standards legislation local authority requirementsorganisational policies and internal quality frameworks identifying andescalating significant risks.
Audit Programme: Coordinate the organisational auditprogramme undertake independent audits and deep dives validate service-levelaudit findings and identify recurring themes systemic concerns and goodpractice.
Quality Improvement: Work with Registered Managersand the Operations Manager to develop monitor and challenge qualityimprovement plans ensuring actions are completed effectively and improvementsare sustained.
Safeguarding Oversight: Provide quality assurance ofsafeguarding activity monitoring reporting outcomes timelinessnotifications themes learning and improvement actions while ensuring thevoice of the person supported remains central.
CQC & Inspection Readiness: Coordinate day-to-dayCQC readiness monitor regulatory evidence identify gaps support mockinspections and preparation for external assurance activity and trackresulting actions.
Policy & Practice Compliance: Undertake spotchecks to ensure staff practice reflects current policies procedures andexpected standards challenging and escalating areas of concern.
Quality Intelligence & Reporting: Maintain thequality dashboard analyse quality data and KPIs identify trends and emergingrisks and produce regular evidence-based reports and recommendations for theQuality & Governance Committee.
Quality Indicators: Monitor key quality indicatorsincluding audit completion non-compliance overdue actions incidentsmedication safeguarding complaints CQC readiness outcomes restrictivepractices staff competency lessons learned and sustained improvement.
Governance & Reporting: Prepare and presentquality information to the Quality & Governance Committee highlightingemerging risks audit findings action plan progress and areas requiringstrategic challenge.
Regulatory Liaison: Support the preparation andsubmission of information requested by CQC local authorities commissionersand other regulatory bodies.
Professional Challenge & Escalation: Provideconstructive challenge where standards practice or evidence indicate potentialrisk and escalate significant or unresolved concerns through the appropriategovernance arrangements.
Document & Policy Review: Review policiesservice documentation and relevant organisational materials to ensure theyremain accurate current fit for purpose and aligned with regulatory andcommissioning requirements.
Record Keeping: Maintain accurate organised andup-to-date records of quality compliance audit and improvement activity.
Data Protection: Ensure personal and sensitiveinformation is handled securely and in accordance with GDPR and organisationaldata protection requirements.

Required experience
Level 4 or above in Health &Social Care Leadership Quality Management or a relevant discipline or demonstrable equivalentexperience
Previous experience in a relevant adult social careenvironment
Good understanding of CQC regulations andregulatory expectations;
Experience of Quality Assurance/audit;
Confidence constructively challenging managers;
Proficiency in the use of Microsoft programmesspecifically Excel
Experience in data collection and analysis
Sound understanding of regulatory guidance forhealth and social care services
Full UK driving license with willingness totravel as part of the role
