Property Assets Manager
Job Summary
- Oversee the management of the Councils diverse property assets including operational commercial industrial and educational properties.
- Develop and implement strategic asset management programs.
- Manage annual rolling condition survey programs across the estate.
- Supervise the delivery of the annual 750k schools condition program.
- Provide strategic guidance on school estate planning accommodation development and capital projects.
- Lead property matters related to academy conversions and school land transfers.
- Negotiate funding agreements with schools academy trusts and external stakeholders.
- Prepare reports and recommendations for senior leaders Cabinet Members and elected officials.
- Lead asset transfer projects and property transactions.
- Negotiate property acquisitions disposals leases lease renewals and funding agreements.
- Represent the Council in major property and land negotiations.
- Conduct asset valuations and portfolio reviews.
- Manage community value asset processes and statutory requirements.
- Ensure compliance with property legislation procurement regulations governance requirements financial regulations and health & safety standards.
- Lead and manage property-related programs and projects.
- Matrix manage internal officers consultants contractors and external stakeholders.
- Support strategic planning and service improvement initiatives.
- Collaborate closely with Education Finance Legal Planning Procurement and Construction teams.
- Cultivate and maintain strong relationships with schools academy trusts developers government bodies community organizations and strategic partners.
- Degree-level qualification or significant equivalent experience in property and asset management.

Required Skills:
Essential Requirements Degree-level qualification or significant equivalent property and asset management experience.
