Summary

We are seeking a seasoned Procurement Consultant to join a dynamic public sector procurement team for an initial six-month engagement. This role involves collaborating with commissioners service managers operational teams and subject matter experts to oversee a variety of procurement initiatives across different service areas. The goal is to achieve compliant commercially sound and value-oriented results. This position is ideal for a versatile procurement professional who thrives on managing diverse projects and fostering strong stakeholder relationships within a multifaceted organization.

Responsibilities

  • Provide procurement expertise throughout the entire procurement lifecycle.
  • Lead pre-market and supplier engagement activities.
  • Advise stakeholders on procurement routes and strategic approaches.
  • Develop procurement strategies and assist with governance approvals.
  • Support specification development and serve as a trusted procurement advisor.
  • Create and review procurement documents and tender packages.
  • Design commercial models and pricing structures.
  • Develop evaluation criteria weightings and scoring methodologies.
  • Manage procurement processes using eTendering systems such as Delta and Mercell.
  • Handle supplier communications and procurement clarifications.
  • Facilitate competitive dialogue and negotiation processes as needed.
  • Lead tender evaluations and moderation sessions.
  • Prepare award recommendations and governance reports.
  • Support contract mobilization and handover activities.
  • Build strong relationships with stakeholders across various service areas.
  • Mentor and support a Procurement Apprentice when necessary.

  • Demonstrated experience in delivering end-to-end public sector procurement projects.
  • In-depth knowledge of UK Public Procurement Regulations and best practices.
  • Experience in developing procurement strategies and managing complex procurement exercises.
  • Excellent skills in stakeholder engagement and relationship management.
  • Strong commercial acumen and negotiation abilities.
  • Experience collaborating with operational technical and commissioning teams.
  • Proficiency in using eTendering systems like Delta Mercell Proactis Atamis or similar platforms.
  • Strong project management communication and facilitation skills.
  • Ability to effectively manage multiple projects and competing priorities.
Desirable

  • Experience in local authority or broader public sector procurement.
  • MCIPS qualification or progress towards MCIPS.
