Fixed Term Contract - 6 months

About the Department
The Housing Technical Services Team sits within Thurrock Councils Place Directorate and plays a key role in ensuring the safety compliance and effective management of the Councils housing stock. The team works closely with colleagues across Housing Building Safety Estate Services Repairs and Capital Programmes to deliver safe well-managed homes and neighbourhoods for our residents.

About the Role
As a Neighbourhood and Compliance Officer you will:
- Carry out regular inspections of housing-owned land communal areas and residential blocks to ensure neighbourhoods are safe well managed and compliant with statutory and council requirements.
- Deliver a range of non-technical compliance checks for buildings including fire safety inspections/audits weekly fire alarm testing monthly emergency lighting checks and inspections of fire extinguishers dry risers AOVs passenger lifts disabled refuge systems and premises information boxes.
- Accurately record inspection findings update compliance systems and maintain clear auditable records including photographic evidence.
- Monitor inspection outcomes follow up remedial actions and escalate non-compliance or safety concerns to the appropriate teams.
- Act as an early-warning mechanism for emerging risks particularly within high-rise and higher-risk residential buildings.
- Work collaboratively with internal teams and external partners to support effective estate management and compliance delivery.
- Build positive relationships with residents encouraging engagement supporting the reporting of concerns and providing advice on council policies and procedures.
What Were Looking For
Were looking for someone who has:
- Experience in housing neighbourhood management Facilities or a compliance-related role.
- A good understanding of health and safety and non-technical compliance within a housing environment.
- Strong communication and report-writing skills with the ability to engage effectively with residents colleagues contractors and partners.
- The ability to work independently manage competing priorities and operate effectively in a busy operational setting.
- A proactive customer-focused approach and the confidence to identify challenge and escalate risks appropriately.
- The ability to work collaboratively as part of a multi-disciplinary team.
Essential Qualifications and Requirements
- A Levels (or equivalent) including English and Maths or equivalent relevant experience demonstrating appropriate literacy and numeracy skills.
- NEBOSH General Certificate or IOSH Managing Safely (or equivalent health and safety qualification).
- Full UK driving licence as the role requires regular travel between sites across the borough.
- Willingness to undertake further role-specific training to support ongoing compliance and service delivery.
DBS Check: A Basic DBS check will be required.
